According to official documents, the goal of the creation of the maritime police by the authorities of the state of Puntland was, first of all, the elimination of piracy , as well as the fight against illegal fishing and other illegal activities off the coast of Somalia [1] . According to a UN study on Somalia and Eritrea, the main goal of the maritime police in 2012 was to ensure internal security [2] .
In 2014, naval police were led by Director Abdinasir Bihi Sofé [3] The headquarters of the police was established in the port of Bandar Siyad , Bari province [4] .

Institution
By 2010, Puntland was one of the main centers of Somali piracy. Putland President Abdirahman Farole called on the administration to bring security forces into line with the first Somali anti-piracy law. This led to the creation of the PMPF Naval Police [5] [6] .
Putland Naval Police has been supported by the United Arab Emirates since its founding in 2010 [7] and beyond [8] [7] .
The UN inspected Putland's maritime police for compliance with their actions, compliance with laws and the possibility of tricks to launder money or circumvent the embargo against Somalia; violations were also revealed [9] [10] [2] [11] [7] [8] .
Military organizations from South Africa, the USA, and Japan [12] [13] participated in police training.
Anti-piracy activities
In March 2012, the police began patrolling the area around the city of Ayle ; in May, intense activity took place in the provinces of Bari and Nugal . In particular, the police blocked the supply of pirates and helped two captured ships to enter the waters of the Indian Ocean [14] .
On May 26, 2012, a PMPF detachment led by Colonel Abdirazak Dirie Farak, accompanied by senior Puntland government officials, patrolled the coast of Hafun in Bari province. The next day, 11 pirates based in the area were arrested [15] . Yual confiscated a truck, seven AK-47 assault rifles and a heavy machine gun [16] . Among those arrested was Mohammed Mohamud Hassan, who organized the seizure of merchant ships in the Gulf of Aden and the Indian Ocean. He was involved in a shootout with the PMPF in March 2011, when 5 policemen were killed and eight wounded while trying to save a Danish family taken hostage [15] .
In June 2012, the PMPF organized a public meeting with the coast of Hafun and drew up a plan for local people to interact with the maritime police [17] .
On June 4, having received signals that pirates had captured ships off the coast of Bargal , the maritime police began operational operations. Unidentified helicopters began to scan the coast to capture ships. The commander determined that the pirates, having learned about the PMPF operation, hid in the waters of the Indian Ocean, landing on captured ships docked [17] . On June 6, according to Puntland government officials, the house of the pirate leader Issa Yuluhu was fired from a helicopter. Three vehicles were also struck by Bali, but Yuluh managed to escape [18] .
MV Iceberg 1
On December 23, 2012, the maritime police completed a two-week operation to rescue the Iceberg 1 ship under the Panamanian flag near the city of Garaad [19] [20] . The ship was captured two years ago, on March 29, 2010 [20] . Based on the collected intelligence, the police decided to launch a direct attack in order to save the crew on December 10. When the attack failed, the naval police blocked the ship. At the same time, three pirates were killed and three pirates illegally supplying weapons were arrested. Subsequently, the ship was successfully transferred under the protection of the Putland authorities, and a crew of 22 people in full force was released and he received medical assistance [19] [21] .
