Member of the Conservative Party of Ecuador . Conservatives focused on Europe and, in particular, on Spain, socially and politically. They advocated maintaining the role of the Catholic Church, which it has received since the conquest of the New World, in addition, they supported large landowners. Although these possessions - latifundia - did not bring much profit, they were a bastion of social stability. From 1845 to 1860, the situation in Ecuador was close to anarchy, the country was hardly controlled by a number of successive governments, mostly liberal.
Under President Francisco Robles, he served as vice president of the country (1856-1859). One of the organizers of the uprising and overthrow of Robles. In 1859, together with Gabriel García Moreno and Pacifico Chiriboga, stood at the head of the triumvirate - the junta that ruled the country.
As a result of the popular presidential election of 1865, he took first place, ahead of Garcia Moreno .
