Boyko Vitaliy Fedorovich (born September 30, 1937 , p. Krapivnoe , Nezhinsky District , Chernihiv Oblast , Ukrainian SSR , USSR ) was a Soviet Ukrainian lawyer and diplomat. Chairman of the Supreme Court of Ukraine from December 21, 1994 to October 24, 2002 . Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Moldova in 1993-1994 .

Biography
Born on September 30, 1937 in the village of Krapivnoe , ( Nezhinsky district ), ( Chernihiv region ). After graduating in 1954, the Nezhin Technical School for the training of cultural and educational workers was in charge of a rural club. From 1956 to 1959 he served in military service.
In 1963, he graduated from the Kharkov Law Institute and was elected a judge of the Amur-Nizhnedneprovsky District Court. Dnipropetrovsk, and the following year - was appointed chairman of this court and headed it for ten years. From February 1973 to March 1976, he served as Deputy Chairman of the Dnipropetrovsk Regional Court, and over the next ten years headed the Donetsk Regional Court.
In January 1986, he was appointed First Deputy Minister of Justice.
In the period from 1990 to 1992 he served as Minister of Justice of Ukraine. It was then that the Ministry developed the basic provisions that formed the basis of the extremely important laws “On Property”, “On Economic Independence of Ukraine” and other regulatory acts. This was not an easy task, since changes were made to the legislative acts in connection with Ukraine’s independence, separate provisions of the law were formulated in a new way, starting with the Criminal Code, changes were made to the Law on the Judicial System of Ukraine, new laws were passed, On the status of judges.
Heading the Ministry of Justice, in parallel, he served as Chairman of the Central Election Commission for the Election of People's Deputies of Ukraine (1989-1992). He also organized the election of the first President of Ukraine, the All-Ukrainian referendum on the independence of Ukraine. And this work was very responsible, because the decision of the Central Election Commission could not be appealed before the court, as they were final and could not be appealed.
From 1992 to 1993 he worked as head of the department of defense, national security, law and order, and emergency situations of the Cabinet of Ministers of Ukraine.
Since March 1993 - Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Moldova.
From December 21, 1994, he was elected Chairman of the Supreme Court of Ukraine and headed it until his retirement on October 24, 2002. Judge of the highest qualification class.
The initiator of many bills and proposals to improve the current legislation of Ukraine, the implementation of judicial reform in the state. He was a member of the Council of the President of Ukraine on the reform of the judicial system of Ukraine and the High Council of Justice. He was one of the organizers of the Union of Lawyers of Ukraine.
