Election System
Candidates were to be nominated by the Communist Party of the Soviet Union ( CPSU ) or a public organization [4] . Nevertheless, all public organizations were under the control of the party and were subordinated in 1931 to a law that required them to adopt party rules. The CPSU itself remained the only legal force in the country [5] .
Voters could vote against the candidate of the CPSU , but this was possible only with the help of the voting booth, while the candidate from the CPSU party was required to provide an empty bill. Voter turnout should have been at least 50%, otherwise the election would have been considered invalid.
Candidates
CPSU candidates accounted for about three-quarters of the candidates, while many others were members of the Komsomol .
