Biography
Born March 29, 1915 in the village of Nadezhdinsk of the Russian Empire, now the city of Serov, Sverdlovsk Region, in a family of employees.
He graduated from 7 classes of school, school FZU and rabfak (in 1933). Then he studied at the Ural Industrial Institute. S. M. Kirov at the Faculty of Civil Engineering, which he graduated in 1939. By distribution, he was sent to work in the Krasnokamsk construction office of the Sevuralaltyazhstroy trust in the Molotov Region (now Perm Territory ). When in 1940 the office was transferred to the Perm Construction and Installation Trust No. 6/29 , Lipatov worked as the head of the site, chief engineer and head of the construction department.
He was repressed - on January 1, 1941, he was arrested on a false denunciation, accused of participating in anti-Soviet activities. [1] In May 1941, sentenced to 10 years in prison. Punishment served Perm colony number 1, then - in the Kungur colony. In May 1942, the board of the Supreme Court of the USSR overturned the sentence, and in October 1942 Lipatov was released from custody, returning to the city of Krasnokamsk . He continued to work in trust No. 6/29, where he worked for 20 years. In 1952 he was appointed to the post of chief engineer of the trust. In 1959 he became the chief engineer of the Construction Department of the Perm Economic Council. In connection with the abolition of economic councils , the Construction Directorate was transferred to the Ministry of Construction of the RSFSR. In April 1963, L.P. Lipatov was appointed deputy head of the Main Territorial Administration for Construction in the West Ural Economic Region (Glavzapaduralstroy). In 1965, Glavzapaduralstroy was transferred to the Ministry of Industrial Construction of the USSR , and Lipatov was appointed first deputy chief of Glavzapaduralstroy. In December 1967, he became the head of Glavzapaduralstroy, which in the early 1980s was a major contract construction complex of the USSR . He worked as head of Glavzapaduralstroy until his retirement on July 13, 1982.
In addition to production, also engaged in social activities. As a member of the CPSU since March 1964, he was a delegate to the XXIV , XXV and XXVI party congresses. From 1968 to 1982 he was elected a member of the regional committee and a member of the bureau of the Perm regional committee of the CPSU. He was a deputy of the Supreme Soviet of the USSR 8th and 9th convocations (1970-1979).

While retired, he lived in Perm, where he died on December 31, 1992 . He was buried in the southern cemetery of the city. His wife, Margarita Aleksandrovna Lipatova (1922–2003), was buried next to him. [2]
Since 1993, the name Lipatov bears a street in the Zakamsk microdistrict of the Kirovsky district of the city of Perm (formerly Nakhichevan). [3] Memorial plaques commemorating his memory are installed on houses number 75 on the street Kirovogradskaya [4] and number 48 on the street Shvetsova [5] .
Awards
- By a decree of the Presidium of the Supreme Soviet of the USSR dated April 12, 1974 for outstanding production success and a great contribution to the early completion of the construction of the first stage of the Third Bereznikovsky Potash Plant and the Southern Mining and Processing Complex of the Solikamsk Mine Administration, Leonid Petrovich was awarded the title of Hero of Socialist Labor with the award of the Order of Lenin and a gold medal "Hammer and sickle". - He was also awarded another Order of Lenin (08/25/1971), three orders of the Red Banner of Labor (08/09/1958, 08/11/1966, 06/27/1980) and medals.
- Honored Builder of the RSFSR (1965).
- " Honorary Citizen of Perm " (07/08/1982).
