Biography

Born on April 21, 1916 in the village of Banazur, Nagorno-Karabakh. According to the documents, date of birth - January 8, 1915

After graduating from the Tbilisi Electrotechnical Institute of Communications, from 1937 to 1942 he worked as an engineer of the transmitting radio network of the Donetsk Regional Department of Communications, head of the radio department of the regional department of communications of Stalino (now Donetsk). During World War II - Head of the Stalingrad Radio Center.

At the end of 1943 transferred to Moscow. He worked in the People's Commissariat (then - the ministry) of communications of the USSR: senior engineer of the Main Radio Directorate, from 1953. Head of the Main Radio Directorate, Deputy Minister (1963-1991).

He stood at the origins of the creation of the Interdepartmental (MFRD), and subsequently - the State Commission on Radio Frequencies (GKRCH USSR); contributed to the rational use of the radio spectrum, and later the orbital space. [2] [3]

Largely due to his work in Russia, modern broadcasting and television, cellular mobile communications appeared. [one]

For several years he was a member of the board of the Ministry of Communications of the USSR and at the same time - the board of the State Committee of the USSR Council of Ministers on television and radio broadcasting [2]

In 1959, by the Order of the USSR Minister of Communications (No. 195 of March 30), he was appointed Chairman of the permanent Commission for Reviewing the Construction of the New Radio Station of the Moscow Telecentre with a 500-meter antenna tower. The commission was chosen in favor of placing it in the former village Ostankino ". Today it is the famous Ostankino Telecentre [3] .

As the head of the Soviet and later Russian government delegations for many decades represented the country in international organizations, including the International Telecommunication Union (ITU). In many ways, thanks to his contribution, the foundation was laid for the creation of the Russian orbital-frequency resource.

Badalov had the talent of a skilled "negotiator". Even during the Cold War, he tried to find reasonable technical and political solutions in disputes with Western opponents. In the world professional community, he was known as the “man of the word”, who was firmly upholding national interests and at the same time ready to search for a compromise.

In addition to his professional activity, he was a recognized expert and researcher of books, first of all, miniature ones. A.L. Badalov systematized knowledge about microbooks and suggested that publications with a size less than 1 cm should be considered as such. At present, this is a standard generally recognized among bibliophiles. [4] .

He died in Moscow on August 29, 2011 at the age of 95 years.

November 10, 2015 in the Russian Federation, a stamp dedicated to the 100th anniversary of his birth was issued. [four]
