Organized in Moscow in the summer of 1924, it unites professionals - cinema workers under the slogan: "Cinema in the service of the country of councils." Registration of the cinema community and assistance to the Soviet cinema production is carried out with the help of the monthly magazine “ARK Film Magazine” (published since 1925, “Kino Front” since May 1926) and constant business ties with film factories.

Work on raising the qualifications of members and developing current issues of film life passes through sections: production, screenwriting, music, peasant, scientific and pedagogical.
In 1925, similar associations were organized in Moscow along the lines of the Moscow ARC in Leningrad and some other large cities.
