Ruslan Balbiuk Ismailovich (born August 28, 1977 , Bekabad , Tashkent Oblast , Uzbek SSR , USSR ) is a Russian politician . Biography
Born on August 28, 1977 in the city of Bekabad of the Uzbek SSR. Crimean Tatar [3] [4] .
In 1994 he graduated from the Grushevsk secondary school in the city of Sudak . In 2000 he graduated from the Taurida Institute of Business and Law, in 2001 - the Taurida National University named after V. I. Vernadsky .
In 2001–2006, he was director of the joint Turkish-Ukrainian travel company Tez Tour, and in 2006 he was arrested on charges from Tez Tour for embezzling UAH 1.5 million. and the abduction of the company's press [5] , but the case against it was closed [6] .
In 2007–2012 (formally until 2012, in fact - until 2010) - a delegate of the Kurultay of the Crimean Tatar people [6] , in 2010 he unsuccessfully ran for the Supreme Council of Crimea according to the list of the Socialist Party of Ukraine , violating the resolution of the Kurultay on the electoral bloc with the National Assembly, for that he was excluded from its composition [7] .
In 2010—2013 - Assistant Deputy of the Verkhovna Rada of Ukraine from the Party of Regions Dmitry Shentsev [6] .
In 2011, he was arrested on charges of causing bodily harm to a police officer while performing his official duties [8] [9] , but was released under the 2008 amnesty law [10] .
Since 2013 - on the Committee on Interethnic Relations of the Public Council under the Council of Ministers of Crimea. After the appointment, he stated that “a progressive trend has emerged - more and more Crimean Tatars are attracted to work in government in one form or another, but no longer on the basis of allocating places for the environment of the leaders of the Majlis, but by their personal and professional qualities” [11] . He has criticized the “ Mejlis of the Crimean Tatar people ” [12] and its leaders [13] . In his opinion, the goals of the leadership of the Mejlis are contrary to the interests of the Crimean Tatar people [11] .
In April 2014 he joined the party " United Russia ". Member of the general council of the party.
On May 28, 2014, the Crimea State Council approved Balbek in this position instead of Lenur Islyamov , a representative of the “Mejlis of the Crimean Tatar people” [14] . Earlier, State Council deputies Lentun Bezaziyev and Oedip Gafarov suggested expressing no confidence in Islyamov and dismissing him for inaction in settling repatriates [15] .

From October 5, 2016 - Deputy of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation [18] .
In 2017, he graduated from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the state and municipal administration, the program “Public Administration Security and Anti-Corruption”. In 2019 he defended his thesis in the city of Moscow.

In 2016, the prosecutor's office of Ukraine opened criminal cases on treason against deputies of the State Duma elected in the territory of Crimea. Balbek called the accusation "nonsense", noting that he did not give the oath "to loyalty to the Maidan government " [6] .
He is the head of the subcommittee on legislative support for the implementation of the state national policy of Russia in the Crimea and Sevastopol [20] .
November 23, 2016 was entered in the sanctions list of Canada [21] .
May 16, 2017 proposed to introduce personal sanctions against Petro Poroshenko .
April 16, 2018 took part in Simferopol , in a rally against strikes on Syria by the authorities of the United States , Britain , France [22] .
On June 14, 2018, he proposed to strengthen the borders of Russia in connection with the creation by Ukraine of a heterogeneous strike force in the Azov Sea region [23] .
The curator of numerous projects in the Crimea, inspects the construction of the Cathedral Mosque, supervises emergency response work in the Great Khan Mosque [24] [25] .
In the status of a deputy of the federal parliament, he introduced several promising legislative initiatives to the State Duma.
He introduced to the State Duma a bill simplifying the provision of rehabilitated social protection and payment of compensation. As noted in the explanatory note to the document, social protection measures, payment of compensation, restoration of rights are possible only after receiving certificates of rehabilitation. However, citizens who need to be rehabilitated have difficulties in obtaining certificates due to the delay in providing necessary documents from the Ministry of Internal Affairs of Uzbekistan to the Ministry of Internal Affairs of Russia [26] .
Balbek also devotes his attention to improving housing conditions, obtaining preferential apartments, the possibility of resettlement from emergency houses, co-author of some key bills, changes to the Criminal Code of the Russian Federation [27] .
On July 19, 2018, Ruslan Balbeck as a member of the United Russia faction, participated in the first reading of the bill on pension reform in Russia and voted in favor of raising the retirement age [28] .
Ruslan Balbek, also contributes to the development of sports in the Crimea, within his authority assists the residents of Crimea in solving their problems.
On November 22, 2018, Balbeck spoke at a UN discussion forum in Switzerland on human rights, democracy and the rule of law [29] [30] .
On December 18, 2018, he was awarded an honorary diploma of the President of the Russian Federation , the award was presented by the First Deputy Head of the Presidential Administration, Hero of Russia Sergey Kiriyenko [31] .
On June 18, 2019, Balbeck announced that he was preparing a bill equating punishment for harassment to rape. The MP plans in his bill to qualify actions of this nature as a crime of moderate severity , providing for punishment of up to six years of imprisonment depending on the consequences, special attention is paid to the manifestation of harassment against minors [32] .
Legislative activity
From 2016 to 2019, during the execution of the powers of the Deputy of the State Duma of the VII convocation, he co-authored 19 legislative initiatives and amendments to draft federal laws [33] .
Social activities
In 2011, he headed the Generation Crimea public organization [6] . Head of the Board of Trustees of the Crimean football club "Kyzyltash" [34] .
Views
Sharply criticizes the policies of Kiev, the United States and the West. He believes that the policy pursued by official Kiev is primarily aimed at separating the Ukrainian people and the cultural unity of the Eurasian space and cannot remain without appropriate actions [35] , he condemned the policies of Great Britain, France, and the United States in relation to Syria [36] .
