Biography
He studied law at the University of Deusto ( Bilbao ), and later studied in doctoral studies in Madrid . He finished his studies at the School of Economics and Political Science in London . Ph.D.
Joined the liberal-conservative party of Spain . In 1916–1923 he was elected a member of the parliament of Toledo . In 1920 he was appointed deputy chairman of the Council of Ministers.
Collaborated with the national press, mainly Basque in Bilbao, published articles on literary, political and artistic topics. During the Second Spanish Republic fought the Basque conservative press.
The beginning of the Spanish Civil War met in Paris . He returned to his homeland and joined the ranks of the Spanish phalanx , after the Frenchists captured Bilbao, in 1938 he was appointed mayor of the city.
In 1939 he was sent as ambassador of Spain, first in Paris and then in Vichy .
From August 3, 1944 to July 20, 1945 - Minister of Foreign Affairs of Spain.
In 1945 he was appointed ambassador to the United States . At this time, his main task was to achieve recognition by all means of the regime of Generalissimo Franco . Thanks to his efforts, diplomatic relations between Spain and the United States resumed.
In August 1953, he left the embassy in the United States.
He was a deputy to the general Spanish Cortes , then appointed their vice-president.
In December 1955, he was appointed Permanent Representative of Spain to the UN .
The author of the play “Soldiers and Politicians” (Spanish: “Soldados y políticos” , 1928), a number of prose works.
