By nationality Crimean Tatar . Born into a poor peasant family in the village of Karajanai [2] of Perekop county . Received primary education in a traditional educational institution - mekteba [1] . Father died when Mediev was ten years old. However, the patron and friend of the family, a teacher from Armyansk, Ali Bodaninsky (in the future father-in-law of the Crimean Tatar poet Ashref Shemi-zade ) paid for the training and sent him to the Simferopol teacher's seminary, the so-called school "Tatar school". In 1902, Mediev graduated from the Simferopol Tatar school with honors. He got a teacher’s place in the school for the Crimean Tatars in Ermen-Bazar (now the city of Armyansk) [3] . Then he moved to Karasubazar , where he also received a teacher’s position [4] . He became a member of the Crimean branch of the liberal Muslim organization “Butunrusie ittifake Muslims Larnen”, which was headed by I. Gasprinsky [3] . He was arrested on suspicion of sympathy for the Socialist Revolutionary Party and placed in Simferopol Prison, but was released on October 31, 1905 as a "hero of the revolution." He founded Jamiet-i-Hayriye (Charitable Society) in Karasubazar, whose goal was to help open mektebs and rushdiye (schools) working according to the new method. The society founded a national library, facilitated the sending of the most talented young people to study abroad (to Istanbul) [1] . In 1906 he was elected deputy chairman of the Karasubazar City Council, in 1907-1912 he became its chairman. During the work, the mayor’s post in Karasubazar built a power station, a cultural center, and a water supply network was constructed [1] . In addition, he was a member of the city council of Karasubazar [1] . The editor-in-chief of the liberal Tatar newspaper Vatan Hadime (Servant of the People), which was published intermittently from May 1, 1906 to the fall of 1908, when it was closed by the government. The newspaper was morally and with the help of donations supported by Crimean Tatar teachers. Mediev puts on a performance on the stage of an amateur theater, in which schoolchildren and representatives of the Crimean Tatra intelligentsia play, in particular, he put on the historical play of Akhmed Dzhevdet “Sheikh Sinan” [4] .

Mediev is considered the leader of the Crimean Young Turks. He attributed himself to the supporters of the Muslim Union. At the time of the Duma elections, the annual salary was 2,000 rubles.

On February 7, 1907 he was elected to the State Duma of the 2nd convocation from the general electors of the Tauride Provincial Electoral Assembly. He joined the Muslim faction, was elected its secretary. It consisted of several Duma commissions, such as on the inviolability of the person, on the normal rest of employees in trade and craft establishments, and on public education. In the latter, he served as secretary of the subcommission on the language of instruction in national schools. He was very active and spoke repeatedly in the Duma and at meetings of the faction, in particular, at the 24th meeting on April 9, 1907 on the agrarian issue and at the 10th meeting of March 15, 1907 on the issue of assistance to the unemployed [1] . He was planning to break into the publication of a Muslim newspaper in Russian in St. Petersburg to familiarize the Russian liberal circles with the problems of the Muslim population, but did not succeed in implementing this plan. However, on March 31 (according to other sources, April 1), in the house of the Higher Free School, Mediev delivered a speech entitled “Muslim School in Russia,” and emphasized that in the future he sees a Muslim school as public, secular, free, and free from class protectionism [1] .

After the dissolution of the Duma, he returned to the Crimea. It was assumed that Mediev would definitely again participate in the elections to the III State Duma, but for some unknown reason he publicly refused to run.

In 1907-1912 he served as chairman of the city council of Karasubazar . And in November 1907, Mediev founded the Russian-language newspaper "The Voice of the Muslim." She went out twice a week. In October 1908, he tried to get the publication of the newspaper Our Voice. He also published his articles in the Parisian Muslim magazine and in the Baku newspaper Caspiy, edited by Ali-Mardan Topchibashev [1] [3] .

Died of tuberculosis [4] .
