Gumarbek Zhusupbekovich Daukeev (1948–2014) - candidate of technical sciences, professor, rector of the Almaty University of Energy and Communications (1997–2014), a political figure in Kazakhstan, led the apparatus of the Higher Council on Science and Technology under the President of the Republic of Kazakhstan (1994-1996).

Biography
Born July 31, 1948 [1] . In 1971, he graduated from the V.I. Lenin Kazakh Polytechnic Institute with a degree in thermal engineering [2] , after which until 1982 he worked as an assistant, graduate student, senior lecturer at the university [3] .
In 1981 he defended his thesis [1] .
From February 1999 to 2014 - President of the Association of Educational, Scientific-Design and Other Organizations of the Transport and Communication Complex of the Republic of Kazakhstan (ASTRAKO).
Political Activities
In 1988, he served as an instructor in the department of science and educational institutions of the Central Committee of the Communist Party of Kazakhstan.
In 1994, he became the head of the sector of the NTP of the Office of the Cabinet of Ministers of the Republic of Kazakhstan.
From 1994 to 1996, he headed the apparatus of the Supreme Council for Science and Technology under the President of the Republic of Kazakhstan.
Activities at AUES
From 1982 to 1987, he worked as chairman of the trade union committee of the Alma-Ata Energy Institute (AEI).
From 1989 to 1994 he worked as secretary of the party committee and vice-rector of AEI.
In 1996-1997, he held the position of director of the educational-scientific complex of energy and telecommunications of KazNTU . At that time, AUES was part of KazNTU.
Gumarbek Daukeev was able to regain the independence of the institute and from April 1997 to 2014 he was the rector of the Almaty Institute of Energy and Communications (he became a university under him).
Scientific activity
The area of scientific interests is the methodology of tariff formation for electric energy and heat, analysis and examination of heat and electric energy losses in heat and electric networks of all voltage classes, problems of higher education [1] .
The author of more than 50 scientific publications and 5 copyright certificates and patents.
