Shmelev, Helium Ivanovich

Gely Ivanovich Shmelev (06/11/1927 - 01/13/2004) - Soviet and Russian economist , specialist in the theory of agrarian policy and agrarian relations, cooperation, economic efficiency, intensification of agricultural production. Corresponding member of the Agricultural Academy of Agricultural Sciences (1988) and the Academy of Sciences of the USSR (1990).

Biography

Born in with. Rudnevo Pronsky district of the Ryazan region in the family of a serviceman.

He graduated from the law faculty of Rostov State University (1951).

  • 1952-1954 head of the political economy cabinet at the Rostov Institute of Railway Engineers .
  • 1954-1959 Senior Lecturer at the Azov-Black Sea Institute of Mechanization and Electrification of Agriculture (political economy).
  • 1959-1962 graduate student of the Institute of Economics of the Academy of Sciences of the USSR (in 1963 he defended his thesis on the topic "Collective farm labor and the main proportions in its distribution").
  • 1962-1970 Senior Lecturer, Associate Professor (1964), Senior Researcher at the Moscow Institute of Steel and Alloys (political economy).
  • 1966-1968 completed an internship as a senior researcher (doctoral candidate) at the Institute of Economics of the USSR Academy of Sciences. In 1970 he defended his doctoral dissertation on the theme "The Economics of the Personal Part-time Farm of the Workers under Socialism".
  • 1970-1972 Senior Researcher, Institute of Economics, USSR Academy of Sciences.
  • 1972-1998 Head sector of agrarian problems, since 1992, chief research fellow at the Institute of Economics of the World Socialist System of the Academy of Sciences of the USSR (since 1992 Institute of International Economic and Political Studies of the Russian Academy of Sciences).
  • 1998-2004, chief researcher at the Institute of Economics of the Russian Academy of Sciences, at the same time an employee of the All-Russian Institute of Agrarian Problems and Informatics of the RAAS.

Doctor of Economics (1972), Professor (1987), Corresponding Member of the Agricultural Academy of Agricultural Sciences (1988). On December 15, 1990, he was elected a corresponding member of the USSR Academy of Sciences in the Department of Economics, specializing in Economics.

He was the initiator of a theoretical discussion (1966-1967) in the journal World Economy and International Relations on rental relations in agriculture in economically developed countries, in which many Soviet and foreign scientists participated [1] .

He headed the working groups for the preparation of the Federal Program for the Development of Peasant (Farm) Farms (1998); draft federal laws: "On horticultural, vegetable garden and country non-profit associations of citizens" (1998), "On personal subsidiary plots"; on the preparation of the laws of the USSR: “On individual labor activity” (1986), “On cooperation in the USSR” (1988).

He was awarded the medals of the USSR and the Russian Federation, the prize of the Russian Academy of Sciences named after A.V. Chayanov (together with I.N. Buzdalov , V.D. Martynov , for 1999).

The author of more than 400 scientific works, including 36 books and brochures, 10 of them are monographs.

He died on January 13, 2004 in Moscow. He was buried at Vostryakovsky cemetery.
