Kanawake Gaming Commission
The Kahnawake Gaming Commission is the official gambling regulator in Quebec, a province in Canada. The main activities are licensing of online casinos, poker rooms, bookmakers, control, regulation of the quality of their services.
History of the Kahnawake Gaming Commission (KGC)
The Kanawake Gaming Commission was established on June 10, 1996 in accordance with the provisions of MCR Law No. 26.
By 1999, the organization developed, approved the Rules aimed at regulating the interactive games industry. The experience in licensing gambling establishments in Australia was used as the basis for creating regulations and standards.
Since then, the Kahnawake Gaming Commission has become a leading representative of the online gambling licensing and regulation segment. At the same time, the Commission issued permits for the activities of three land-based casinos operating in the territory of Kanavake.
Since 1998, KGC has been the owner of its own Mohawk Internet Technologies (MIT) information center. The servers of this organization serve as the location of many online casinos. The site pages contain the coordinates of operators operating under the Kahnawake Gaming Commission license.
Kahnawake Gaming Commission today
Today, the Kahnawake Gaming Commission is one of the most recognizable and sought after Commissions for online gambling operators. The current composition of the Commission includes three members appointed by the Mohawk Kahnawake Council. Re-election takes place every two years.
More than 50 operators operating in various segments of the excitement industry have received KGC licenses. The total list of gambling in these establishments exceeds 250 items.
The basic requirements for operators is a guarantee of fair play and uninterrupted payment of winnings. Applicants can apply for a KGC license by:
- use of quality software;
- cooperation with independent auditors;
- the presence of high authority in business circles;

The commission has the right to revoke the license if the operator fails to comply with these requirements. Confirmation of the availability of permits is the Kahnawake Gaming Comission banner, the placement of which is mandatory on the site of the gambling establishment.
Kahnawake Gaming Commission License Types
Today, the Kahnawake Gaming Commission offers the possibility of obtaining four types of licenses:
- Interactive Gaming License (IGC) - a license that gives the right to register hosting in Kanawak. The document applies only to one object, does not provide for the implementation of activities on another hosting.
- Client Provider Authorizatio - confirms the identity of the operator who wants to organize activities for the provision of interactive gaming services on the hosting Kanavake. The license holder is referred to as an authorized client provider. The holder of the CPA can provide any kind of services in the gambling market, conduct activities of online casinos, bookmakers or poker rooms.
- Inter-Jurisdictional Authorization - a secondary license granted to the operator - the holder of a license issued under a different jurisdiction and wishing to organize the operation of an online gambling establishment in the territory of Kanavake.
- Key Persons License - a license of a key subject. It is provided to persons engaged in the management of the operator-owner of the CPA license.
The initial contribution to the issuance of permits for CPA is CAD 25 000, for each Persons License key - 5000 CAD. In case of rejection of the request of the potential licensee, all expenses are reimbursed.
The basis for the issuance of all types of KGC licenses is the Commission Rules, approved in July 1999, further amendments and additions to the Regulations.
Key Features of the Kahnawake Gaming Commission
Initially, the main function of the Kanawake Gaming Commission was to issue licenses to the gambling operator. However, since the adoption of the KGC Rules in 1999, a number of amendments and additions have been made to the provisions of the document. Frank Catania, the former director of the New Jersey Gaming Division and Murray Marshall, the Commission's general counsel, assisted in the development and revision of the standards.
As a result, the range of activities of KGC has significantly expanded. Today, in addition to licensing operators, the Commission is engaged in:
- regulation and control of gambling establishments aimed at ensuring honesty, integrity, responsibility of the game;
- identification of manifestations of suspicious activity that can serve as an indicator of criminal, fraudulent operations;
- ensuring the safety and protection of minors and representatives of other vulnerable social circles;
- monitoring the quality of work of systems and software of gambling establishments. All game software undergoes rigorous testing for compliance with the strict requirements of the Commission. Inspections are carried out on a monthly basis.
- complaint proceedings. Any complaints can be directed to the email, postal address, fax of the Commission to the address of the gambling provider licensed by KGC. Representatives of the regulator conduct an internal investigation, act as an intermediary between the gambling establishment and the players, helping to find a solution to the problem.
Kahnawake Gaming Commission Partnership
The Kanawake Gaming Commission works closely with other organizations representing the online gambling industry. KGC partners include:
- an independent agency, the National Fraud Center. This institute specializes in studies of manifestations of suspicious actions, helps the Commission in confirming the accuracy of the information provided by potential licensees.
- Antigua and Barbuda Financial Services Regulatory Commission (FSRC). A memorandum of understanding with this organization was signed in 2005.
- Malta Government Lottery and Gambling Administration (LGA). Cooperation has been ongoing since 2006.
- Alderney Gambling Commission. The cooperation agreement was concluded in 2010.
- Gambling Commissions Ontario, Santa Isabel, New Jersey. The relevant memorandums were signed in 2014.
- Jersey Commission, Channel Islands. The interaction agreement entered into force in 2015.
