Biography
Oktay Shiraliev was born in 1950 in Baku [1] . He graduated from the Azerbaijan Medical Institute named after N. Narimanov [1] .
He led the Republican Diagnostic Center [1] . The President of the Republic, Ilham Aliyev, by his order of October 20, 2005, dismissed Ali Insanov, the Minister of Health, and then appointed Oktay Shiraliyev in his place [1] .
In April 2008, I. Aliyev approved him as one of the members of the State Commission for Reforms in the Field of Science, which was to prepare and submit for approval to the head of state the National Strategy for the Development of Science for 2009-2015, as well as the draft State Program [2 ] . In November of the same year, Shiraliev joined the organizing committee for holding and preparing in Baku a conference of culture ministers of the Council of Europe member states on the topic “Intercultural dialogue - the basis of sustainable development and peace in Europe and its neighboring regions” (head of the organizing committee, Prime Minister A. Rasizade ) [3] .
By orders of Ilham Aliyev, in January 2013, Oktay Shiraliev became a member of the Organizing Committee of the first European Games in Baku (chairman of the committee, President’s spouse Mehriban ) [4] , and in February of that year, Shiraliyev became a member of the Organizing Committee of the 2015 World Chess and Chess World Cup Chess Olympiad-2016 (head of the organizing committee Yagub Eyyubov) [5] .
Due to bribery at the medical facility, freelance journalist Teymur Karimov held a solo rally in May 2019 in front of the Ministry of Health of Azerbaijan . As an individual, Oktay Shiraliev sued the journalist for defamation and insult [6] .
In April 2015 [7] and May 2019 [8] , Shiraliev became one of the members of the Heydar Aliyev Prize commission (chairman of the commission Ilham Aliyev).
Privacy
Oktay Shiraliev defended his candidate and doctoral dissertations in Moscow [1] . He defended his doctorate at the oncology center on Kashirskoye Shosse [9] .
He is a distant relative of the First Vice President of Azerbaijan Mehriban Aliyeva [10] . At least it is known that Mehriban Aliyeva along with her daughters were invited to the wedding of the son of Oktay Shiraliyev - Kyazim, who married the daughter of a businessman [11] .
His daughter Narmin Shiraliyeva (born 1974) was also born in Baku. Since 1995, she began to work actively in the Russian media, in particular on the channel "Culture". In the fall of 2013, she joined the administration of the Governor of the Moscow Region as a Minister of Culture. In 2018, the governor of the region A. Yu. Vorovyov appointed Narmin Shiraliyeva the Minister of Culture of the Moscow Region (Russia) [12] [9] [13] . She was married to television and film director Eugene Ginzburg [9] , from whom she had a son Alexander in 1999 [13] .
His son Murad Shiraliev worked in the system of the International Bank of Azerbaijan (Interbank of Azerbaijan, IBA) [14] .
