Biography
In 1972 he graduated from the Law Faculty of Voronezh State University , and in the same year began teaching. In 1980, under the leadership of the Dean of the Faculty of Law of the Voronezh State University, Professor Viktor Stepanovich Osnovin defended his thesis on "Legal guarantees of the activities of people's deputies." In 1998 he became the head of the Voronezh branch of VZFEI .
In 2002 he defended his doctoral dissertation on the topic “Theoretical and legal problems of informatization in the modern Russian state” [2] . In 2004 received the academic title of professor .
The author of 131 scientific works, 42 educational and methodical works, also wrote 14 monographs and 12 study guides.
