Biography
Until January 9, 2011, he served as head of the engineering troops of the Far Eastern Military District , then by the decree of the President of the Russian Federation Dmitry Medvedev was appointed head of the engineering troops of the Eastern Military District [1] .
From 2012 to 2017, he commanded the engineering troops of the Southern Military District , in 2017 he was appointed deputy head of the engineering troops of the Armed Forces of the Russian Federation [2] .
From January to the end of July 2013, the engineers ’ engineering sappers, led by Smeshko, cleared 830.6 hectares in the Chechen Republic , while 1,292,000 explosive items were found and neutralized. In Ingushetia, over the same period, specialists cleared 108.5 hectares, 309 dangerous objects were found and neutralized. All this amounted to 90% of the planned in 2013 [3] . As a result of 2013, the plan was exceeded by 15%, in the central regions of Chechnya, about 1,300 hectares were cleared, another 1,500 hectares were cleared in 2014 [4] .
In 2015, demining activities in the territory of Chechnya and Ingushetia were completed, the annual plan was exceeded by 125% [5] , over 3,300 hectares were cleared mainly in the Itum-Kalinsky and Jeyrakh districts of the republics [6] .
In 2013, the sappers Smeshko were assigned the task of finding and burying the remains of Soviet soldiers who died in the Elbrus region during the battle for the Caucasus . The personnel were trained in the necessary skills of prospecting work in difficult conditions of high mountains. The task was performed [7] .
In the spring of 2014 , military engineers of the Southern Military District, through the Kerch Strait to the Crimea, was equipped with a ferry . The message is organized between the ports "Caucasus" in Temryuk and "Crimea" in Kerch . The introduction of additional ferries has allowed a significant increase in transport and freight traffic to the Crimean peninsula [8] .
In 2017, during a humanitarian demining operation in the Syrian city of Deir-ez-Zaur , the soldiers of the International Mine Action Center under the general supervision of Smeshko cleared more than 1.2 thousand hectares of land, about 250 roads, more than 1.8 thousand socially important buildings. 44 thousand explosive objects were neutralized, including 9 thousand improvised devices [9] [10] .
