From the beginning of the 1920s he lived and worked in the USSR, first in Leningrad, later in Omsk and then again in Leningrad.
In 1929 he graduated from the Pedagogical Institute in Leningrad , later engaged in linguistic research and the study of literary sources.
After Estonia joined the USSR, he moved to Estonia.
In the years 1940-1941. - Deputy chief editor of the newspaper "Communist", in 1943-1947. - Secretary of the Central Committee of the Communist Party (Bolsheviks) of Estonia . From March 5, 1947 to July 4, 1950 - Chairman of the Presidium of the Supreme Council of the Estonian SSR.
In 1950, he was removed from the post of chairman of the Presidium of the Supreme Council of the ESSR.
Then he was director of the Institute of Language and Literature of the Academy of Sciences of the Estonian SSR.
In 1946-1954 - Deputy of the Supreme Council of the USSR .
