After graduating from high school, he studied engineering for a short time. In 1875 he was drafted into the army and began to teach at a military school. In the summer of 1883 he arrived in Teplice with the task of creating here the first school with teaching in Czech , quickly becoming a prominent figure in the local teacher community. The literary debut of Kletsand belongs to the same period, he also compiled and published the local literary almanac.

In 1887, as a result of a nervous illness, Kletsanda left Teplice and left his teaching career, devoting himself to journalistic and literary work. He founded the political weekly Visegrád ( Czech Vyšehrad ), which was published for 13 years. In his journalistic speeches, novels and short stories, Kletsand described folk life, sharply opposed the Germanization of the northern Bohemian regions, publishing a total of 21 books [1] . During the First World War, Kletsand and his sons took an active part in the anti-Austrian movement and the struggle for national self-determination and enthusiastically welcomed the emergence of a new independent state.

The main works of the author are: “On the battlefield” (“Na bojišti”), “All stories” (“Vśedni přibĕhy”) and “School of life” (“Školou źivota”).
