Until September 1999 , East Timor was part of Indonesia’s numbering plan using the country code +62 and the codes of the two largest cities - Dili ( 390 ) and Baukau ( 399 ). In a conflict with Indonesia, most of the communications infrastructure was destroyed and Telkom Indonesia ceased operations in East Timor.
A new country code +670 has been adopted , but international access is still somewhat limited. The situation is complicated by the fact that code 670 was previously used by the Northern Mariana Islands , and many networks are not yet configured for a new use of the code. (The Northern Mariana Islands, now part of the North American Numbering Plan, uses country code 1 and local code 670.)
East Timor has a closed numbering plan, all subscribers have seven-digit numbers. The plan is as follows:

The usual length of newly issued numbers is 10 or 11 characters (including the area code without 0 ). Numbers issued earlier are not replaced. If the number is removed, then it is no longer issued. The area code contains from 2 (in Berlin , Hamburg , Frankfurt and Munich ) to five characters (small cities in the east of the country have a code +49 3xxxx).
The former GDR lands in Germany received codes for 03xxx , since Berlin code 030 was previously the only code for 03. They have codes from 0331 ( Potsdam ) to 039999 (the small village of Tutov in Mecklenburg-Vorpommern ). Due to the limited number of numbers, 5-digit territory numbers are also used, whereas in West Germany four-digit numbers are used (not counting 0 at the beginning).
Callers from other countries, when dialing the area code, must lower 0 at the beginning.
Emergency numbers in Germany are 110 for the police and 112 for firefighters and ambulances. In some regions of Germany, the number 19222 is used to call an ambulance, but this causes fierce protests by supporters of the unification of emergency calling phones.

Fixed Numbers (Wired)
Fixed numbers are serviced by BSNL , although several new operators have appeared since 2001.
Standard Trunk Dialling (STD) codes are assigned to each city / town / village, and the largest cities have shorter codes, up to 2 digits. The prefix 0 is used to dial such numbers. For example:

Additionally, due to the possibility of the existence of fixed-line operators (wired or wireless), an operator code is allocated for each telephone number, namely:

Thus, 020-30303030 is the fixed Reliance operator number in Pune, 011-20000198 is the BSNL fixed number in Delhi, and 033-55269320 is the Tata Indicom number in Calcutta.

Mobile Phone Numbers
Telecom Regulator TRAI divided the country into zones , such that the call inside the zone is considered local, and between the zones it becomes distant. A cell zone (or cellular round) is usually one state, with a few exceptions, such as the city of Mumbai , which is a separate zone, the state of Goa - part of the Maharashtra zone, or Uttar Pradesh (which is so large that it is divided into several zones).
From May 20, 2005, calls between Mumbai and Maharashtra, Shennai and Tamil Nadu, Calcutta and West Bengal and Uttar Pradesh (west) and Uttar Pradesh (east) are merged into Inter service area connectivity. In this regard, calls within these four states would be treated as intra-service area call for the purposes of routing as well as Access Deficit Charges (ADC). The dialling procedure for calls within a State for these States would also be simplified, that is, for a call from both a fixed and a mobile phone to a mobile, you do not need to dial 0 at the beginning. All mobile numbers in India are 9 (including the paging service that is currently being shut down). Historically, '7' was used for the USSR code. After the collapse of the Soviet Union, all former republics except Russia and Kazakhstan received new country phone codes.
The access code for the international line is 8 ~ 10 - the subscribers dial '8', wait for the dial tone, and then dial '10', the country code, the area code in the country and the desired number.
Due to the use of 8 both to enter the intercity line, and as the first digit of the code of some zones, sometimes foreigners get confused when dialing. In recent years, the use of fixed telephony has begun to decline, and the mobile market has grown. Mobile operators have run out of numbering resources as both major mobile operators have announced one million after one million subscribers. For calls within Romania, usually 10 digits of the number are required, while Romtelecom subscribers can call within the region without using 0 at the beginning and the code of this region (the number takes the form xxx-xxxx for Bucharest and xxx-xxx for the rest of the country). Romtelecom codes for all counties were selected geographically starting from northern Moldova (for Suceava county 30 ), then in the south-west of Wallachia, then in the south-east of Transylvania, in the north, completing the circle, to the largest code 69 (for Sibiu county )
SMS with increased cost are sent to three- or four-digit numbers. Each operator has its own system.
Short numbers have 3 or 4 digits, mainly with 9 at the beginning, for example 981 for ambulance or 9xxx for various taxi services. Each county or city has its own services, such as firefighters, police, but with the same number. Where the call will be directed depends on the location.
Romania joined the European Initiative to create a single emergency number 112 .

Нумерация стиля 8 и 810 отменена в Узбекистане с 26-го Мая 2014 года.
С 2014 года введён план нумерации 0 - выход на междугороднюю связь, 00 - выход на международную связь.
Областные коды трехзначные и начинаются с цифр 3 и 4 . Например звонок на стационарный телефон в Ташкент будет:

код 592 ранее использовался оператором "UZMACOM", который в свою очередь был выкуплен предтечей оператора "UMS", оператором MTC.
Так же были изменены номера служб экстренной помощи и специальные укороченные номера
Ко всем телефонным номерам, начинавшимся ранее с цифры 0 теперь добавляется цифра 1 вначале.

В связи с этим среди стационарных номеров все номера на цифру 1 были переведены в другие номерные ёмкости. В настоящее время в Узбекистане продолжается процесс перехода на единую девятизначную систему нумерации. Новая система нумерации описана в соответствующем нормативном документе .

Украина использует четырёхуровневый (местный, зональный, национальный и международный уровень) открытый план нумерации . Для всех неместных звонков требуется набрать 0 , дождаться сигнала готовности станции (т.е. гудка, зуммера, исключение составляют цифровые АТС, при их использовании можно не дожидаться сигнала готовности станции), затем нужно набрать код региона или мобильного оператора, либо, для международных звонков, снова 0 и код страны.
До 14 октября 2009 года на территории Украины для междугородних и международных звонков использовался советский формат набора (8-10-код страны-...).
Код зоны на Украине состоит из двух знаков, затем следует код населённого пункта (1, 2 или 3 знака), затем номер телефона. В некоторых городах, где введена семизначная нумерация городских телефонов код города отсутствует (например, Киев: 0 44 xxx xxxx, Харьков: 0 57 ххх хххх). Также в некоторых городах, где переход на семизначную нумерацию не завершён, код города может добавляться опционально. Таким образом в Одессе внутри сети используются как шестизначные, так и семизначные номера. При звонках из-за пределов области следует набирать так:
0 48 ххх-хххх—на семизначный номер в Одессу 0 48 2 хх-хххх—на шестизначный номер в Одессу 0 48 68 х-хххх—в Черноморск
Как правило, зона географически совпадает с областью, за исключением Севастополя, для которого выделен отдельный код зоны, что не отменяет общего правила, поскольку Севастополь является отдельной административной единицей.

В США (включая их территории), Канаде , на Бермудских островах и большинстве островов Карибского моря зональные коды регулируются Североамериканским планом нумерации (NANP — North American Numbering Plan). В настоящее время все зональные коды (официально называемые зонами плана нумерации ) в NANP должны состоять из 3 цифр.
Не все зональные коды соответствуют географической зоне. Коды 8xx (кроме 811 и 899) с двумя последними совпадающими цифрами, например, 800, 888, 877, 866 и т. д., зарезервированы для бесплатных телефонных звонков . Код 900 зарезервирован для платных телефонных услуг. Зональный код 710 зарезервирован для правительства США, но в этом коде (по состоянию на 2004 год ) существует всего один номер: +1 710 627 4387.
В каждой зоне номера от 555-0100 до 555-0199 зарезервированы для использования в художественных произведениях.
Сотовым телефонам выделяется номерная ёмкость внутри обычных зональных кодов, соответствующих домашнему или рабочему адресу сотового абонента вместо отдельного набора зональных кодов (как, например, коды DEF в России), а все расходы по обеспечению связи свыше обычных тарифов берут на себя абоненты сотовой связи.
Планы набора номера
Планы набора номера в разных областях отличаются в зависимости от того, накладываются ли друг на друга зональные коды (то есть обслуживается ли одна и та же географическая зона разными зональными кодами), и требуется ли законодательством оповещение о платном звонке (то есть требуется ли набор 1 для платных звонков).
В зонах без наложений и без оповещения о платном звонке (например, Калифорния, бо́льшая часть Иллинойса, штаты Нью-Йорк и Нью-Джерси) звонки внутри зонального кода набираются семью цифрами (7D, 7 digits ), а звонки за пределы зонального кода набором 1, а за ней 10 цифр (1+10D). В большинстве зон допускается набор 1+10D даже для номеров, которые должны набираться как 7D. Число набранных цифр никак не соотносится с тем, является ли звонок местным или платным.
В зонах без наложений и с оповещением о платном звонке местные звонки в своём зональном коде набираются как 7D, платные звонки как 1+10D. В некоторых местах местные звонки на другие зональные коды набираются как 1+10D, в других — просто как 10D без 1 в начале.
В зонах с наложениями местные звонки набираются как 10D. (В городе Нью-Йорк предпочтительнее 1+10D, но 10D тоже работает.) В зонах без оповещения о платном звонке, все звонки на номера внутри зонального кода и в коды с наложением, обслуживающем ту же зону, могут быть набраны как 10D, так и как 1+10D, а звонки в другие зональные коды должны набираться как 1+10D. В зонах с оповещением о платном звонке, все платные звонки совершаются как 1+10D.
Большинство зон разрешают набирать местные номера как 1+10D, кроме Техаса, где требуется, чтобы звонящий знал, какие номера местные, а какие — платные; там для всех местных звонков набирается 10D, а для всех платных — 1+10D.
В будущем планируется сменить тип набора на 1+10D во всех зонах.
