Alexander Tikhonovich Melnikov ( August 5, 1936 , the village of Khotilovichi, Krichevsky district of the Mogilev region, now the Republic of Belarus - † 2004 ) - Soviet party leader, chairman of the Kherson Oblast Executive Committee. Member of the Audit Commission of the Communist Party of Ukraine in 1981-1990. Member of the Central Committee of the Communist Party of Ukraine in 1990-1991. Member of the Supreme Council of the Ukrainian SSR of the 11th convocation.

Biography
Born in the family of a rural teacher. He graduated from the Surazh Teachers Institute .
Since 1955 - teacher of physics and mathematics of the Dzilebkinsky seven-year school of the Dakhadaevsky district of the Dagestan ASSR. He served in the Soviet army. In 1958-1959 - instructor of the Tsyurupinsky District Committee of the Komsomol. Since 1959 - 2nd, 1st Secretary of the Tsyurupinsky District Committee of the Komsomol.
In 1963 he graduated from the Kherson State Pedagogical Institute named after Krupskaya (teacher of mathematics).
In 1963-1967 - Head of the Department, 2nd Secretary of the Kherson Regional Committee of the Komsomol. In 1967-1973 - 1st Secretary of the Kherson Regional Committee of the Komsomol.
In 1973-1975, he was the 1st Secretary of the Dnieper District Committee of the Communist Party of the city of Kherson. In 1975-1980 - head of the department of organizational and party work of the Kherson Regional Committee of the Communist Party of Ukraine. In 1977 he graduated in absentia from the Higher Party School of the Central Committee of the CPSU with a degree in political science.
In March 1980 - July 1987 - 2nd Secretary of the Kherson Regional Committee of the Communist Party of Ukraine.
July 11, 1987 - March 1991 - Chairman of the Executive Committee of the Kherson Regional Council of People's Deputies. In March 1991-1992, he was the 1st Deputy Chairman of the Executive Committee of the Kherson Regional Council of People's Deputies.
March 23, 1992 - July 21, 1994 - Representative of the President of Ukraine in the Kherson region.
Since 1997 - for some time was chairman of the Kherson regional organization of the All-Ukrainian association "Gromada".
