Biography
Andrei Yurievich Potapov was born on September 11, 1971 in the city of Magnitogorsk, Chelyabinsk Region . Parents moved to Kurgan by distribution [1] .
In June 1993, after graduating from the Kurgan Machine-Building Institute, he was accepted as an intern by the post of detective officer of the criminal investigation department of the Soviet Tomsk city of Kurgan.
He went from a detective to the head of the criminal investigation department, the head of the criminal police TOM-3 of the Internal Affairs Directorate in Kurgan, the head of the department for combating drug trafficking of the Internal Affairs Directorate in Kurgan.
During his career, studying in absentia, in 2000 he graduated from the Ural Law Institute of the Ministry of Internal Affairs of Russia .
From 2002 to 2003, he headed the Department for Combating Illicit Drug Trafficking of the Internal Affairs Directorate of the city of Kurgan.
In July 2003, he was appointed head of the Pervomaisky police department of the Kurgan police department.
From 2006 to 2009 he was the head of the Criminal Investigation Department of the Internal Affairs Directorate of the Kurgan region.
Since July 2009 - in the internal affairs bodies of the Republic of Karelia .
September 18, 2009 by order of the Minister of the Interior of the Russian Federation, police lieutenant colonel A.Yu. Potapov appointed first deputy minister, head of the Criminal Police of the Ministry of Internal Affairs in the Republic of Karelia [2] .
In June 2011, by order of the Minister of Internal Affairs of the Russian Federation, he was appointed deputy minister - chief of police of the Ministry of Internal Affairs in the Republic of Karelia. He held this position until March 2014. He retired with the rank of police colonel .
After being dismissed from the internal affairs bodies, he returned to Kurgan, worked at the MKU "Management of Road Facilities and Improvement".
On March 16, 2015, at the meeting with the governor of the Kurgan region, the head of the Public Procurement Office of the Kurgan region was introduced [3] .
On August 31, 2016, deputies of the Kurgan City Duma approved A. Yu. Potapov as the Head of the Administration of the city of Kurgan [4] . Before the beginning of the secret ballot, the results of the commission’s work on holding a competition for filling the post of head of the administration were announced. Its chairman, deputy governor of the Kurgan region for social policy, Alexander Karpov, said that Andrei Potapov received 82 points. His rival, the leading economist of the Kurgan branch of the Ural Branch of the Russian Academy of Sciences, Sergei Pavlovich Synnikov, received a score of 42 points. The third applicant, who participated in an individual interview on Monday, director of Kurgan Television LLC Alexey Astashin dropped out of the race because the commission revealed inaccurate income information in the documents provided by Astashin. The candidacy of A. Yu. Potapov was supported by a majority of votes: 22 deputies out of 24 voted for him, 2 deputies voted for S.P. Synnikov [5] . On July 19, 2017, the information on the Ural Meridian Agency was posted on the Internet under the heading “Winter Is Coming. A heating scandal is brewing in Kurgan ” [9] . As a title photo, the author of the article, blogger Ilya Vinstein, used the meme “Winter is Coming” with reference to the series “ Game of Thrones ”. On the original meme, Eddard Stark peers gloomily into the distance and constantly repeats: " Winter is coming ." Instead of the face of Stark, the face of Andrei Potapov was used. July 24, 2017, a letter No. 2658, signed by the First Deputy Head of the Administration A.V., was sent to the editorial office of the portal “Ural Meridian” Zhizhin in which they demand to remove the specified information from the Internet. In parallel, authorities filed a complaint with Roskomnadzor. On August 7, 2017, the regional department of Roskomnadzor rejected the administration’s complaint about the meme because it did not find anything offensive in this picture [10] . “We do not see any insults here and, most likely, we will advise you to go to court,” said Nina Krylova, representative of Roskomnadzor [11] .
The post of the head of the city of Kurgan was vacant on March 4, 2019 after the resignation of Sergei Vladimirovich Rudenko . Temporarily, Igor Viktorovich Prozorov, Vice-Speaker of the City Duma, performed his duties. On April 4, 2019, seven candidates submitted their city development programs to the commission: Natalia Mikhailovna Vorobyeva, Director of Eco Technopark LLC, Sergey Vladimirovich Zavyalov, Head of the Kurgan City Administration, Andrey Yuryevich Potapov, General Director of Stroymontage LLC "Arthur Aleksandrovich Pushchin, chairman of the public organization of the Kurgan region" Association of Occupational Safety Specialists ", former director of the development department municipal administration of the Kurgan administration Roman Nikolaevich Sergeev, pensioner of the Ministry of Internal Affairs Vladimir Pavlovich Tenyakov, deputy of the Kurgan Regional Duma Yuri Vladimirovich Yarushin [12] . Four candidates were allowed to vote on the results of the commission: Potapov (149 points), Sergeev (130 points), Yarushin (89 points) and Tenyakov (84 points) [13] .
On April 5, 2019, at an extraordinary meeting of the Kurgan City Duma, all four candidates voiced their programs of priority events for the development of the city of Kurgan. After that, Communist Party deputy Yakov Sidorov refused to vote for the head of the city, saying that the programs presented for all four candidates are the same. “Let our deputies make a decision and bear responsibility for it in the future,” he said. As a result, all 20 deputies who participated in the ceremony [14] [15] voted for Potapov.
On April 8, 2019, he took office as the head of the city of Kurgan [16] [17] [18] .
