The war on drugs in the Philippines began when the new President of the Philippines, Rodrigo Duterte, came to power in July 2016. [16] In just a few weeks from its inception, about 2 thousand people were killed [17] , in a few months more than 3.5 thousand people [18] . By August 2016, according to the authorities of the country, about 600,000 drug dealers surrendered to law enforcement agencies so as not to be killed during the government’s anti-drug campaign [16] .

According to Western media , the police and the "people's squads" are actively using extrajudicial executions in relation to the alleged drug dealers [17] [19] . The actions of the authorities of the Philippines have fiercely criticized the UN , USA and the European Union for human rights violations [20] [21] . In response, Filipino President Rodrigo Duterte made several harsh statements about the UN [22] , the US [23] and the EU [24] [25] , urged him not to interfere in the internal affairs of his country, and threatened to leave the UN [26] . Against the backdrop of a sharp deterioration in relations with the West, Duterte decided to change the priorities of the foreign policy of the Philippines , taking a course towards rapprochement with Russia and China [27] .

Background
The situation in the region
Many countries in the Asia-Pacific region have strong drug laws. In particular, the death penalty for drug trafficking is provided for in Indonesia , China , Vietnam , Singapore , Malaysia , and Thailand [28] . At different times, large-scale drug war campaigns took place in these states. So, in the 80s. Of the 20th century, a wave of extrajudicial executions of drug trafficking suspects swept through Indonesia, when thousands of people were killed in two years - from 1983 to 1985. In 2003, 1,200 people were killed in Thailand in one month of the anti-drug campaign, 13,000 were arrested and another 36,000 surrendered to the police [28] [29] .
Philippines drug situation
In 2002, Philippine President Gloria Arroyo signed the law to toughen penalties for drug owners by imposing the death penalty for possession of 10 grams of heroin or 50 grams of methamphetamine. Previously, capital punishment was imposed for the storage of over 200 g of methamphetamine and 40 g of heroin. This law was part of a government campaign to defeat the country's growing drug business, trying to turn the Philippines into a regional drug distribution center [30] . In 2006, the death penalty in the Philippines was abolished [31] [32] .
In 2014, of all drugs seized in the country, 8.9% were hemp, and 89% were methamphetamines [33] . Because of its popularity among the people of the Philippines, “Shabu” - a local type of methamphetamine - was called the “Filipino drug.” Initially, it was produced only in the Philippines and Indonesia, however, over time, the geography of the spread of the drug expanded, reaching Iran and Europe [34] . In 2009 - 2014, the Philippines were among the five countries where cocaine was delivered from Latin America [35] .
According to some estimates, by 2016 the Philippines had about 3 million drug addicts , and in poor areas up to 35% of the population is dependent on drugs [36] . At the same time, the cost of methamphetamine on the black market fell to $ 22 per gram. Thus, the drug became more accessible to the general public [36] .
Rodrigo Duterte Anti-Drug Campaign
The Filipino politician Rodrigo Duterte began the fight against drug trafficking as the mayor of Davao . For 22 years in this position, Duterte has the image of an implacable fighter against organized crime and drug trafficking. During his work as mayor, more than a thousand people were killed, who, according to police, were associated with the criminal world [37] . For his methods of combating crime, Duterte received the nickname "The Punisher " [38] ( Eng. The Punisher [39] ).
