Biography
Nikolaeva Julia Valentinovna was born in a family of hereditary employees of the internal affairs bodies. He has more than 20 years of practical experience in the Ministry of Internal Affairs and more than 20 years of teaching experience.
- Since 2014, an expert of the Commission of the Federal Antimonopoly Service on compliance with the requirements for official conduct of federal state civil servants and the settlement of conflicts of interest [1] ;
- Since 2015, Head of the Commission on Youth Affairs of the International Union of Public Associations "Russian Association of International Cooperation" (RAMS) [2] ;
- Expert of the Moscow regional regional branch of the All-Russian public organization "Association of Russian Lawyers" [3] ;
- Member of the editorial board of the international journal "Modern Lawyer" [4] ;
- Member of the editorial board of the scientific and practical journal "Education and Law".
Education
- In 1991 she graduated from the Higher Correspondence School of the Ministry of Internal Affairs of the Russian Federation with a degree in Jurisprudence;
- In 1995 she graduated from the adjunct department of the Law Institute of the Ministry of Internal Affairs of the Russian Federation, Department of Criminal Law, majoring in Criminal Law and Criminology, Penal Law;
- In 1996 she defended her thesis for the degree of candidate of legal sciences on the topic "Protection of the interests of the family with criminal law means" under the guidance of dunes, Honored Scientist of Russia, Professor N. I. Vetrov;
- In 2012 she defended her doctoral dissertation on the topic "Differentiation of responsibility for infringement of the interests of minors in the criminal law of Russia" under the guidance of dunes, Professor T. F. Minyazeva.
Service in the Ministry of Internal Affairs
From 1983 to 2006 she served in the Ministry of Internal Affairs. Colonel retired.
Teaching
- From 1991 to 2006 she worked as a senior lecturer, assistant professor of criminal law at the Moscow University of the Ministry of Internal Affairs of the Russian Federation;
- From 1998 to 2011 she worked as head of the department of criminal law disciplines, dean of the Faculty of Law at Moscow University. S. Yu. Witte (MIEMP);
- From 2006 to 2010 she worked as an assistant professor, professor of the Department of Criminal Law at Moscow State Regional University [5] ;
- From 2011 to present, he has been working at the Financial University under the Government of the Russian Federation [6] .
Scientific Achievements
Y. Nikolayeva is the author of more than 90 scientific publications, 5 monographs, 3 textbooks for universities, the author of the educational project "Legal responsibility of minors", the head and author of 3 state tasks, developed courses on the subject "Criminal Law. General part ”,“ Criminal law. The special part ” [7] ,“ Theoretical foundations of the qualification of crimes ” [8] .
- The author of the research work is “Development of a methodology for identifying corruption risks in the implementation of external state financial control” [9] ;
- The author of the research work - “Preparation of proposals for improving the norms of the criminal code of the Russian Federation in order to increase the effectiveness of the fight against economic crime” [10] ;
- The author of the research work is “Comparative legal analysis of the system of criminal legal sanctions aimed at combating crimes in the economic sphere (using the developed European countries as an example)” [11] .
