Lionroc (typhoon)

Typhoon Lionrock , known in the Philippines as Typhoon Rinaldo, is a powerful, long-lived, and unstable tropical cyclone that caused severe flooding and casualties in Japan at the end of August 2016. It was the tenth named storm and fourth Pacific typhoon of the 2016 season.

Meteorological History

The system, which was supposed to become typhoon Lyonrok, was first noted in hybrid offenses on August 15, west of Wake Island . [1] This time the indignation was wide and with a poorly organized low-level center of circulation, which had shallow bands of atmospheric convection that freely wrapped around it. Lionrock entered the Philippine zone of responsibility on August 25, 2016, and PAGASA was named Rinaldo. [4] It was then named Lionrock. On August 29, Lionrock turned northwest. First, the typhoon was located east of Japan, then it entered the territory of the Northeast region of the country. [5] . At 6:00 p.m. standard time (09:00 Moscow time) on August 30, Lionrock went on land near Ōfunato , a city in Iwate Prefecture , Japan . [6] . Lionrock was the first tropical cyclone to hit the Pacific coast of the Tohoku region of Japan since the beginning of record keeping in 1951. [7]

In Japan, Prime Minister Shinzo Abe left the Japan-Africa Development Conference in Nairobi , Kenya very early because of the threat of canceled flights caused by the typhoon. [8] even before the typhoon reached land. A total of 100 flights were canceled at the airports in Tohoku and Hokkaido . [9] Efforts have been made to protect the Fukushima nuclear power plant from further damage. The amount of water supplied from the facility was increased in order to minimize the risks of the facility being flooded due to heavy rains, and crane operations were suspended due to the threat of strong winds. After landfall, on August 29, Lionrock brought very heavy rains, including 13.46 inches (342 mm) to Mount Nukabira, in Hokkaido, and 8.78 mm (223 mm) to Orite in Iwate Prefecture . On August 22, a warning appeared on the Maglipogoda portal about the threat of Typhoon Lionrock entering the Primorsky Territory. Subsequently, the site was warned of an impending flood and possible destruction in the Primorsky Territory. Local news agencies quickly issued a flood warning. Residents of the Primorsky Territory were advised to leave their vacation spots by August 29, especially in coastal areas. On August 28, the Maglipogoda portal published the trajectory of the typhoon Lionrock. The message said that the flood can not be avoided, the typhoon will leave on the coast of the Primorsky Territory in the Lazovsky District on August 31, 2016.

On August 28, Primhydromet announced a Storm Warning! . On the night of August 30–31, typhoon Lionrock crashed into the eastern coast of Primorsky Krai. The typhoon center entered the Lazovsky district.

A storm warning was announced on August 28 by the Ministry of Emergencies . [14] All emergency services and troops were put on high alert. Local authorities were informed of emergency situations. [15] On August 31, a storm hit Primorsky Krai . Torrential rains caused flooding in several areas. 300 homes were flooded in rural areas. Local rivers overflowed, dozens of bridges were destroyed or damaged, about 30 km on several dozens of road sections were destroyed or buried under a layer of stones and mud. The breakthrough of dams along the Pavlovka River caused flooding in the village of Antonovka. More than 1,000 residents were evacuated and several evacuation camps were established in all affected areas, mainly in schools. Southern Sakhalin was also affected by the typhoon. Several cars were damaged by fallen trees, and electricity was cut off in some houses. Heavy rain flooded Makarovsky and caused a landslide that blocked the highway and the railway. Two trains to Yuzhno-Sakhalinsk-Nogliki were canceled, and one of them, No. 604, was stopped in Poronaysk. [19] One of the freight trains was stopped in Vakhrushev. A few hours later, the incident was eliminated. However, one person died. North Korea
