Fedyura, Oleg Viktorovich

Oleg Viktorovich Fedyur ( May 8, 1971 , Birobidzhan , Jewish Autonomous Region , RSFSR , USSR - September 2, 2016 , Cleaning , Chuguevsky District , Primorsky Territory , Russian Federation ) - Russian military and government leader, Head of EMERCOM of Russia for Primorsky Krai since November 5, 2015 until September 2, 2016. He was killed in the performance of official duties during the liquidation of the consequences of flooding in one of the villages of Primorsky Krai. He was posthumously awarded the Order of Courage for "fulfilling professional duty in extreme conditions."

Biography

Born in the city of Birobidzhan ( Jewish Autonomous Region ) [1] [2] .

Military career

In 1992 he graduated from the Blagoveshchensk Higher Tank Command School [3] . By distribution, he was enlisted in the 79th motorized rifle division of the 51st combined arms army of the Far Eastern Military District as commander of a tank platoon. In August 1993, he occupied the post of deputy chief of staff of the 931 separate communications battalion for mobilization work, and a year later became the commander of a tank company of the 2nd Guards Tank Regiment of the 21st Guards Motorized Rifle Division of the 35thOa DVO . In 1996 he was transferred to the 143rd Guards Motorized Rifle Regiment of the same division, in which until 1997 he held the posts of chief of staff and deputy commander of a tank battalion [2] [4] [5] .

Career in MES

In 1998, he retired from the armed forces and went to work at the EMERCOM of Russia [2] [6] . He was appointed to the post of senior officer of the Department of Civil Defense and Emergency Situations (GO and ES) of the city of Blagoveshchensk, Amur Region . In 1999 he entered the Military Engineering University , which he successfully graduated in 2002 [1] [2] . In the same year, he took the post of deputy head of the department of civil defense and emergency situations of Blagoveshchensk, and then became deputy head of the department of engineering and technical measures of the Main Department of Civil Defense and Emergencies of the Amur Region. From 2003 to 2004, he held the posts of deputy head of the department and head of the training department for civil defense and RSChS of the Main Department of Civil Defense and Emergencies of the Amur Region [1] [2] [4] .

From 2004 to 2008, he held senior positions in the Southern Regional Center for Civil Defense ( Rostov-on-Don ). He passed the way from the deputy head of the training department (and the service of the troops) of the training department to the deputy head of the department - the head of the activities for the prevention of terrorist activities of the troops and civil defense forces, the organization for the prevention of terrorist activities of the SRC [2] [4] [7] .

In 2008, he was appointed First Deputy Head of the Main Directorate of the EMERCOM of Russia in the Stavropol Territory . In 2010, he was appointed deputy head of the Southern Regional Center of the EMERCOM of Russia [1] [2] . In this position, he took part in eliminating the floods of 2012 in Krymsk [8] , as well as preparing for the 2014 Winter Olympics in Sochi ( Krasnodar Territory ) - he was responsible for the emergency prevention and response system and fire safety in the Southern Federal District [9] .

From September 4, 2015 to November 4, 2015, he served as Deputy Head of the Main Directorate of the Russian Emergencies Ministry for the Primorsky Territory for the state fire service [1] .

On November 5, 2015, by the decree of the President of the Russian Federation, he was appointed to the post of Chief of the Main Directorate of the EMERCOM of Russia in Primorye Territory instead of Vladimir Fokin , who was dismissed after the flood in Ussuriysk and the subsequent criticism of the ministry’s work [10] [11] [12] . As head of the regional unit of the Emergencies Ministry, he led fire safety and prompt response to possible emergencies and man-made and natural incidents during the Eastern Economic Forum on Russky Island , which was attended by 3,500 people and 1,100 out of 56 from 2 to 3 September 2016. countries [13] . Doom

In the period from August 29 to 31, 2016, Primorye fell into the zone of the tropical typhoon Lionrok , which caused heavy rains that flooded more than 2.5 thousand houses in various locations in the region [16] . Oleg Fedyura personally traveled to all the places most affected by the disaster, organizing emergency rescue operations, evacuating people, and providing targeted assistance to the population [1] . On September 2, 2016, he went with a group of rescuers from the village of Shumny to the village of Uborka , in which more than a thousand people live, and where about 400 households got into the flooded area after breaking through the dam . When crossing the ford of the spilled Pavlovka River near the Osinovka-Rudnaya motorway, the KamAZ service vehicle, in which Fedyura and eight rescuers of the Far Eastern Regional Search and Rescue Squad, were turned over, after which it was pulled to the side and carried under the bridge. The head of the central board helped the entire service personnel to escape, but he could not get out of the car and drowned [17] [18] [19] [20] [21] [22] [23] . Oleg Fedure was only 45 years old [6] .

Funeral

The divers were able to detect and remove the body of Fedyur from the flooded vehicle, although due to the strong flow of the river these works were hampered [2] [24] [25] [26] . A public farewell to Oleg Viktorovich took place on September 5 in the building of the Primorsky Regional Philharmonic Society in Vladivostok in the presence of the Governor of Primorsky Krai Vladimir Miklushevsky and residents of the city, after which the funeral was held according to Orthodox custom [27] [28] [29] . The body was cremated , and the urn with ashes was given to his relatives [30] .

Reaction

Russian President Vladimir Putin [31] , Primorsky Territory Governor Vladimir Miklushevsky [32] , Minister of Emergency Situations of Russia Vladimir Puchkov [33] , as well as Deputy Chairman of the Federation Council and Honored Rescuer of the Russian Federation Yury Yushi expressed their condolences to his relatives in connection with the tragic death of Oleg Fedyura. Investigation of circumstances

Upon the death of O. V. Fedyury, the investigative department of the Investigative Committee of Russia in the Primorsky Territory initiated a case under Part 1 of the Criminal Code of the Russian Federation “Causing death by negligence” [42] [43] . In the course of the subsequent inspection, it became clear that the 48-year-old driver of the company car was drunk, on the basis of which an administrative protocol was drawn up on article 12.8 of Part 1 of the Criminal Code "Driving intoxicated state", according to which the driver was fined, deprived of his driving license with a further decision on the election of a preventive measure to him [44] [45] . The authorities of Primorsky Krai, represented by the First Vice-Governor Vasily Usoltsev , rejected all the claims of deputies of the Primorsky Legislative Assembly about insufficient preparation for the flood, a phenomenon not uncommon for this region [46] [47] .

Personal life and family

Oleg Fedyura's father died from a serious illness four years before his son died. Mother lives in Blagoveshchensk. The deceased left three children - two daughters and a son (cadet of the Suvorov College ) [6] [48] . After death, Fedyur in the leadership of the Emergencies Ministry promised to provide all possible assistance to his family [49] . Oleg Viktorovich's friends spoke of him as a decent and executive man who loved his family very much and loved to ride motorcycles [48] .

Awards

On September 20, 2016, by decree of the President of the Russian Federation Oleg Viktorovich Fedyur was posthumously awarded the Order of Courage with the wording “for courage and bravery shown in the performance of official duty under extreme conditions” [50] [51] [52] .
