Came from the Bohemian princely family Clary und Aldringen , son of Edmund Moritz von Clary und Aldringen ( 1813 - 1894 ). The younger brother of the Austro-Hungarian diplomat Siegfried von Clary und Aldringen . Grandson of the Chairman of the Government of the Austrian Empire ( 1848 ) Karl Ludwig von Fikelmon . In 1884 he married Countess Francis Peyachevich von Ferekce, who came from the Croatian branch of the princes Esterhazy von Galant. Two children were born in the family.

He studied at the Faculty of Law, University of Vienna . In 1877 he entered the public service. Since 1888 - district chief ( Bezirkshauptmann ) of the Vienna district of Wiener Neustadt . On February 22, 1896 he was appointed viceroy (land president) of Austrian Silesia .

Having assumed the post of head of government, Clary immediately found himself in the center of a political crisis related to the discussion of the Law on Languages ​​( Sprachenverordnung ), according to which public servants in lands with a mixed German-Slavic population (primarily in Bohemia ) would have to own both tongues. He took a pro-German position. Thus, he was able to complete the campaign to block the Reichsrat , which was carried out by German nationalists, but could not restore the activity of the parliament - Czech deputies, supporters of the law, began to protest. The government was forced to exercise public administration by means of emergency orders, on behalf of the emperor. The adoption of new language legislation has been delayed.

After returning to Styria, Clary reorganized the land administration system and created a regional emergency fund. Successfully implemented measures to combat tuberculosis . During the First World War, he served as the head of the regional branch of the Red Cross .

For many years he was a member of the House of Lords ( Heerenhaus ) of the Parliament of Cisleitania.

After the collapse of Austria-Hungary, he resigned from government posts, spent the rest of his life on family estates in Austria and Czechoslovakia .
