Patricia Toya ( Italian: Patrizia Toia ; born March 17, 1950 , Poliano Milanese , province of Milan , Lombardy ) - Italian politician, Minister for Relations with the European Union (1999-2000), Minister for Relations with the Italian Parliament (2000-2001).

Biography
Education and career start
Born on March 17, 1950, graduated from the University of Milan , where she studied political science, then attended specialization courses at the University of Bocconi . From 1975 to 1985 she was a member of the Wanzago Communal Council in the province of Milan, from 1985 to 1995 she was a deputy of the regional council of Lombardy. Periodically, she entered the regional government, where she was involved in particular in coordinating the activities of social services, combating drug addiction, AIDS, as well as youth problems and caring for single old people. She held the post of assessor of health issues in the regional government [1] .
Political career
In 1995-1996 she was a member of the faction of the Italian People's Party in the Chamber of Deputies of the 12th convocation.
In 1996-2001, she was a member of the INP faction of the Senate of the 13th convocation; since 2001, she was a member of the Daisy party faction in the Senate of the 14th convocation (until March 26, 2002 the faction was called "Daisy- Olive Tree ", July 19, 2004 passed the mandate ahead of schedule.
She was a junior state secretary of the Ministry of Foreign Affairs in the first government of Prodi (1996-1998) and in the first government of D'Alem from October 22, 1998 to December 22, 1999 [2] .
In 2004 she was elected to the European Parliament on the list of “Daisies”, joined the faction, since 2007 she has been a member of the Democratic Party of Italy in 2009 and 2014 and was re-elected to the European Parliament on her lists.
In 2012, after the verdict of the court of cassation in Italy, which refused to satisfy the lawsuit of the same-sex couple for the recognition in Italy of their same-sex marriage registered in the Netherlands, Toya, together with Sylvia Costa, published the article “Ours is not for gay weddings”. In their article, the co-authors substantiated the position that the rejection of legal recognition of same-sex marriage does not mean discrimination on the basis of sexual orientation [3] .
On July 22, 2014, out of 31, with the votes of 19 European MPs from the Democratic Party, she was elected the head of the party’s delegation in the European Parliament, although [4] [5] was considered the most likely successor to David Sassoli in this post for several months.
