Kinder, Oleg Alekseevich

Oleg Kinder was born on December 10, 1960. In 1982 he graduated from the Ukrainian Institute of Water Engineering . He worked as a foreman at the MP MPK plant No. 21 of the Volynagrobud association, and then transferred to a managerial position. From 1990 to 1997 he was the head of MP PMK.

From 2006 he went to deputies and until 2010 was a deputy of the Volyn Regional Council ^[1] . He took a place in the standing commission on environmental issues and the rational use of natural resources. At the same time, he was a member of the executive committee of the city council of Kovel . From 2007 to 2008, was listed in the apparatus of the Verkhovna Rada of Ukraine ^[2] .

On August 14, 2009, O. Kinder, as the head of the State Ecological Inspectorate in the Volyn Region, suggested renting the city reservoir, but Sergey Kosharuk, the mayor, did not support this because the water level downstream of the Turia river depends on the reservoir ^[3] . On May 31, 2010, O. Kinder wrote a letter of resignation from the state inspectorate ^[4] .

By 2010, O. Kinder became the head of the Kovel Promopttorg production and trading enterprise, and then received the post of Kovel city mayor. In an interview on December 22, 2010, O. Kinder called the launch of the Helm-Kovel train one of the major investment projects in the city, but the train was never launched in the subsequent ^[5] .

On November 2, 2011, his newly-built house burned to the ground near O. Kinder. Immediately after the fire, O. Kinder stated that the fire was arson and arson - the business of those who are afraid that he will run for parliament in the next parliamentary elections. As Kinder noted:

I consider such a “gift” on the occasion of my first year as mayor not only the revenge of ill-wishers who do not perceive my clear position on protecting the interests of the territorial community in this elected position, but also a warning from those who are afraid that I will be in the next parliamentary elections run for parliament ^[6]

Anatoly Gritsyuk, the chairman of the Volyn “Fatherland” at that time, was also convinced that there was an arson and this was a provocative attempt to put pressure on the authorities ^[6] . In connection with the fire, Verkhovna Rada deputy Sergei Shevchuk filed an application, and the Volyn Region Ministry of Internal Affairs urgently convened an extraordinary commission to investigate the incident ^[7] . As subsequently stated by the deputy chairman of the Volyn Regional State Administration Alexander Bashkalenko , referring to the investigation documents, the fire occurred due to a violation of safety rules when using stove heating. The fire began due to the fact that the children of O. Kinder inadvertently grilled kebab in a fireplace inside the building ^[8] .

On March 23, 2012, O. Kinder told the police that on March 14, 2012, guests from Kharkov stole stamps, a mobile phone, and a remote control from the air conditioner from Kharkov from his office ^[9] .

On November 25, 2013, Boris Klimchuk saw that O. Kinder was standing on the Maidan with the Kovel sign, criticized him for selling the land, saying that “Four hundred plots of land is not Europe, they are being punished for it,” and asked Kinder not to tell everyone about European integration, at a time when, where Kinder controls, theft, nepotism and matchmaking reigns ^[10] . Also, the chairman of the Volyn Regional State Administration, Boris Klimchuk, noted that if Oleg Kinder was the mayor in the country of the European Union , he would have been in prison for a long time ^[11] .

On June 26, 2014, more than fifty taxi drivers picketed their city hall protesting that there were not enough parking places in the city. Then the taxi drivers went into the session and they were given two minutes after which their words were ignored. After that, the director of the Kolos Emergencies Ministry, Nikolai Matviychuk, stated that Oleg Kinder was doing lawlessness in Kovel in terms of signs. To this, Kinder simply evaded the answer by leaving the hall ^[12] .

On December 14, 2014, public activists held a veche in the square in front of the city hall and urged Kovel residents to disagree with the actions and behavior of O. Kinder. Activists demanded that Kinder publicly apologize to the mothers and wives of the ATO participants and voluntarily resign ^[13] .

In 2015, O. Kinder raised the issue of the monthly bonus of the mayor of the city in which he was the mayor of 100 percent of the official salary ^[14]

On March 11, 2015, right during a meeting of the Kovel City Council in the Volyn Region, representatives of the military enlistment office handed O. Kinder a summons to serve in the ATO . Kinder called the presentation of the official agenda “circus”, and the Military Commissar retorted by handing it at the place of work in accordance with Ukrainian law. Then O. Kinder, taking the summons, put forward the condition that he would join the army only if the governor of the Volyn region Vladimir Gunchik went with him ^[15] . As a result, Gunchik did not send, and Kinder, too.

On March 19, 2016, Kinder became the chairman of the Volyn Oblast Organization of Batkivshchyna VO ^[16] .

It was not the first time that O. Kinder signed a permit in August 2016 to set up a circus and a zoo at the site of the New Jewish Cemetery ^{[17] [18]} . But this time, this blasphemy in relation to the memory of innocently killed people caused an international scandal ^[19] . According to the director of the Ukrainian Jewish Committee, Eduard Dolinsky, they have been seeking permission from the authorities for more than five years to make a memorial on the site of the cemetery, and they know very well where every year they give permission to set up a portable circus ^[17] . Ukrainian journalist Yaroslav Gavrilyuk noted that the authorities do not understand that stomping on the bones of the executed is a sin, but it’s even more sinful that they fool the head of a public organization that has been asking for many years to allocate a “piece” of land for the memorial to many thousands of people killed ^{[20] [ 21]} .

In 2011, O. Kinder officially received 93,465 hryvnias of income, and the income of family members of O. Kinder is 394,289 hryvnias ^[22] .

O. Kinder declared a plot of land in Kovel area of ​​5 acres. According to the information provided by Kinder, family members own another land plot of 14 hundred square meters, as well as an apartment of 44.1 m2 and a garden house of 400 square meters ^[22] .
