Biography

Born in the family of a German colonist who worked as a volost clerk in the village of Frezental . He graduated from the 5th grade of the school. In 1906, he got a job in a pharmacy in Saratov . He was one of the participants in the Saratov League for the Promotion of the Trade Union. In 1912 he moved to St. Petersburg, enrolled in polytechnic courses in the commercial economic department.

Revolutionary Activities and Civil War

Since December 1912 he became a Bolshevik. He was an employee of Pravda , and in 1913-1914 - the secretary of the Bolshevik faction in the Duma. In 1914 he was expelled from St. Petersburg, lived in Yekaterinoslav .

Active participant in the events of 1917 . One of the organizers of the struggle for Soviet power in Ukraine.

In 1917-1918 - Chairman of the Yekaterinoslav Committee of the RSDLP (b), Chairman of the Yekaterinoslav Military Revolutionary Committee, Chairman of the Yekaterinoslav Council. Then at the economic and party work. He served as Chairman of the Supreme Economic Council of the Ukrainian SSR and Deputy Head of the Political Department of the 12th Army, member of the Chernigov Provincial Revolutionary Committee.

At the 1st Congress of CP (b) U, its resolution was adopted on the creation of the Communist Party of Ukraine as a component of the RCP (b) [2] . ( Nikolai Skripnik pushed through the decision to create the Communist Party of Ukraine as separate from the RCP (b).)

In October 1918 (elected at the 2nd Congress of the Communist Party (b) U) - in March 1919, the Secretary of the Central Committee of the Communist Party (b) U, left the post under Pyatakov’s pressure at the 3rd Congress of the Communist Party (b) U [2] . Member of the Provisional Workers and Peasants Government of Ukraine . He led the defeat of the counter-revolution in Ukraine. He was a member of the delegation to sign the peace treaty with Poland .

After the Civil War, Quiring was sent to economic, party and state work. In 1923-1925 - First Secretary of the Central Committee of the CP (b) of Ukraine, then at party work in Rostov. In 1927-1931 - deputy. Chairman of the State Planning Commission of the USSR , deputy. Commissar of Railways of the USSR .

In 1934-1937 - Director of the Economic Institute of the Communist Academy at the Central Executive Committee of the USSR . Before the arrest, he lived at: st. Malaya Bronnaya , d.36, apt. 11. [3]

Judgment and Execution

October 16, 1937 arrested. On November 26, 1937, the Military Collegium of the Supreme Court of the USSR sentenced him to VMN . Shot on November 26, 1937 . The body is cremated in the Donskoy monastery .

March 14, 1956 rehabilitated by the Military Collegium of the Supreme Court of the USSR. On March 27, 1956, the party control commission under the Central Committee of the CPSU was reinstated in the party.

Family

  • Brother Erich and sister Anna.
  • He was married three times.
    • The first wife is Evdokia Emelyanovna Quiring (Gurovaya).
    • The second wife is Seraphim Gopner .
    • The third wife is S. I. Gopner’s niece [4] , Raisa Vladimirovna Sapiro (12/27/1937 sentenced by the CCA under the NKVD as ChSIR to 8 years in prison, served in the Akmola region , from 06.03.1943 in the Astrakhan prison) [5] .
  • Sons Alexander and Victor (d. 1988, lived in the Urals, first in Chelyabinsk, then in Sverdlovsk until the end of his life)

Rewards

  • The Order of the Badge of Honor ( February 21, 1936 ) - in connection with the 15th anniversary of the organization of the State Planning Commission under the Council of People's Commissars of the USSR and its successful work on planning the national economy.

In the name of E.I. Quiring were named:

  • Artyomovsk non-ferrous metal processing plant in the city of Bakhmut, Donetsk region.
  • Streets in the Dnieper and Donetsk .
