State Council under the President of the RSFSR

State Council under the President of the RSFSR (1991) / under the President of the Russian Federation (1993-2000) - formed by Decree of the President of the RSFSR of July 19, 1991 No. 12 as an advisory body ^[1] . The Council Regulation, approved by decree of the President of the RSFSR of August 14, 1991 No. 17-rp, established that the State Council under the President of the RSFSR (State Council of the RSFSR) is a permanent advisory body that develops a strategy for nationwide development and coordinates the activities of government bodies of the RSFSR to implement adopted strategy. It was abolished by the Decree of the President of the RSFSR of November 6, 1991 No. 172 ^[2] , which was partially canceled by the Decree of the President of the Russian Federation of February 4, 1993 No. 180 (in particular, paragraph 11, which referred to the cancellation of the decree of July 19, 1991, was canceled No. 12 on the creation of the State Council ^[3] ^[4] , but its activity was resumed only after the Decree of the President of the Russian Federation of September 1, 2000 No. 1602, which confirmed the existence of the State Council, without indicating in the name what is the body under the president).

Tasks (1991)

development of a strategy in the field of foreign policy and state security of the Russian Federation, coordination of the activities of government bodies of the RSFSR on issues of ensuring the sovereignty and territorial integrity of the republic, protecting its resource, economic, scientific, technical and defense potential;
identification of mechanisms for the effective implementation of the national development strategy of the Russian Federation and the preparation of relevant programs and projects for consideration and approval by the President of the RSFSR;
coordination of the general policy of executive power reform in the Russian Federation, preparation of proposals for the President of the RSFSR on improving the efficiency of the functioning of government bodies;
development of the principal directions of economic reform, determination of the promising budget policy of the Russian Federation and analysis of its implementation;
preparation of long-term programs for the organization of social protection of the population in the context of a transition to market relations, on cultural, educational, scientific, technological and environmental policies and innovative activities;
the interaction of the President of the RSFSR, federal executive bodies with state bodies of the Union of the USSR and the member states of the Union;
ensuring interaction between the President of the RSFSR and the leaders of the federal executive bodies of the RSFSR with political parties and social movements, trade union, creative, women's, youth and other public associations, as well as religious organizations;
determination of the legislative strategy of the President of the RSFSR, consideration of draft laws prepared in accordance with the legislative initiative, decrees on fundamental issues of state domestic and foreign policy;
the implementation of other functions that are essential for the implementation of the adopted concept of national development
