Initially, this flag was approved on April 24, 2014 by the decision of the Council of the Izobilnensky municipal district No. 138 [1] with the flag of the Izobilnensky municipal region of the Stavropol Territory and entered into the State Heraldry Register of the Russian Federation with assignment of registration number 10388 [2] .

By the decision of the Duma of the Izobilnensky urban district of December 22, 2017 No. 69 [3], this flag was established as the official symbol of the Izobilnensky urban district of the Stavropol Territory.

Description

The description of the flag of the Izobilnensky municipal district reads:

The flag is a horizontal panel with a 2: 3 aspect ratio, vertically divided diagonally from right to left with a blue thunder arrow in red and white. On red is a golden (yellow) cornucopia filled with golden (yellow) wheat ears , on white is a blue fire.

Justification of Symbols

The flag of the Izobilnensky municipal district is built on the basis of the coat of arms of the district , and the semantic meaning of its composition is determined by the interpretation of the symbols of the coat of arms of the municipal region [1] .

The image of the golden cornucopia directly indicates the name of the district, and also personifies its "natural, economic and spiritual wealth . " The golden ears that fill the horn are designed to remind of the developed agrarian sector of the economy of the municipality, "the basis of which is still rich grain crops" , and the history of the founding of the administrative center of the district - the city of Izobilnoy , "which began with numerous bread crumbs . " The color of the cornucopia and ears of corn symbolizes eternity, nobility, power, wealth, Christian virtues (faith, justice, mercy, humility), “the fundamental past, stable present and future future of the region” [1] .

The blue thunder arrow symbolizes the intersection of the entire territory of the region with the Yegorlyk River, which served as the basis for the construction of the Novotroitsk Reservoir , providing drinking water to seven municipal districts of the Stavropol Territory, and the Stavropol State District Power Station , the largest power plant in the North Caucasus that supports energy security in the South of Russia . The color of a thunderbolt means beauty, grandeur, development, forward movement, hope, a dream and recalls the water resources of a municipality [1] .

The blue flame symbolizes the world's largest underground natural gas ( “blue fuel” ) storage facility located in the Izobilnensky municipal district, which is produced, stored and transported by the Gazprom Transgaz Stavropol affiliates - Izobilnenskoye and Stavropolskoye linear production pipelines [1] .

The red color of the background, on which the image of the cornucopia is placed, means labor, courage, vitality, courage, homage to the ancestors, and the white color of the background, which depicts the flames, is nobility, high moral and intellectual potential, purity and truthfulness [1 ] .

History

On March 28, 2014, the draft symbolism of the Izobilnensky municipal district, developed by the Stavropol heraldry artist S.E. Mayorov, was submitted to the heraldic commission under the governor of the Stavropol Territory . The sketches of the coat of arms and the flag received support from both the administration and the Council of the Izobilnensky district, as well as from the members of the commission. As a result, the coat of arms and the flag developed on its basis were approved and recommended for referral to the Heraldic Council under the President of the Russian Federation [4] .

On April 24, 2014, deputies of the Council of the Izobilnensky municipal district approved the official symbols of the municipality, and on May 5, 2014 the corresponding decision was published in the newspaper Izobilnensky Municipal Bulletin [5] .

On September 15, 2015, at a meeting of the heraldic commission held in the Stavropol State Museum-Reserve named after G.N. Prozritelev and G.K. Prav , the representatives of the administration of the Izobilnensky municipal district were awarded certificates of registration of the symbols of the municipality in the State Heraldic Register of the Russian Federation (coat of arms - under the number 10387 [6] , the flag - under the number 10388 [2] ) [7] .
