Migulin, Peter Petrovich

Biography

Peter Migulin was born on August 12 (24), 1870 in the city of Kharkov. In 1893 he successfully graduated from the Law Faculty of Kharkov University .

From 1893 to 1897 he spent most of his time in Western Europe to improve his profession. In 1900 he defended his master's thesis at Kazan University , in 1901 - his doctorate, at Kiev University [2] .

In 1899, he began lecturing in financial law as a privat-docent, in 1901 as an extra professor, and since 1902 as an ordinary professor at the law faculty of Kharkov University. In September 1911, Migulin joined the Department of Financial Law at the Faculty of Law of St. Petersburg University as an ordinary professor.

Along with teaching and research, since 1907 Migulin was a member of the Council of the General Manager of Land Management and Agriculture in Russia, and in 1914 he was appointed a member of the Council of the Minister of Finance. In addition, he was a member of the Special High Commission for the comprehensive study of railway business. On April 6, 1914, he was promoted to full state councilor .

In addition to fundamental works, he published the newspaper Slovo many satirical articles on social and economic topics [2] . From 1909 to 1912 he took part in the publication of the Moscow journal “The Economist of Russia ”. From 1913 to 1917 he published and edited the journal " New Economist " [3] .

After the October coup, he fell out of favor with the new government . In the Great Soviet Encyclopedia, he is mentioned as an Octobrist , "an ideologist of the big commercial and industrial bourgeoisie and liberal landowners " and a man who " defended the financial policies of the autocracy, although it criticized its individual sides ." Understanding the consequences of his position, Migulin left Soviet Russia in 1920 [4] .

Having settled in France, he actively participated in the scientific and public life of the Russian emigration. He was a member of a number of public and scientific organizations, a member of the Society for Assisting Russian Students and Students, since 1932 a member of the Franco-Belgian Association of Professors and Economists, for some time he headed the Russian Gymnasium on the Cote d'Azur.

Peter Petrovich Migulin died in an accident under the wheels of a car on October 16, 1948 in the city of Nice [5] . He was buried in the Kokad cemetery.

Rewards

He was awarded the Order of St. Anne of the 2nd degree (1.01.1904), the Order of St. Vladimir of the 4th degree (1.01.1908), the Order of St. Vladimir of the 3rd degree (4.11.1915) [6] .
