Once in the upper house on the 21st year of his life, he soon became the leader of the Whigs . During the collapse of the Whig ministry in 1717, Carteret was one of Walpole’s opponents, but from 1721 to 1724 he was in the Walpole’s cabinet as Minister of the Colonies .
From 1724 to 1730 he was Lord Lieutenant of Ireland ; then became the head of the opposition against Walpole's ministry. After the fall of the latter in 1742, Carteret was appointed Secretary of State (Minister for Foreign Affairs) and during the war for the Austrian inheritance he was the main leader of British politics. His compliance with George’s Hanoverian policy made him unpopular; he left the office, maintaining the location of the king, who appointed him president of the Privy Council .
