Creation

On March 2, 1955, Norodom Sihanouk unexpectedly abdicated in favor of his father, Norodom Suramarit. A few months later he headed the government and received the post of Minister of Foreign Affairs. Convinced of the need for radical changes in public administration and the economy, Norod Sihanouk took an unprecedented step for a member of the royal family - he formed a center-left socio-political association (Sangkum), uniting most of the country's leading political forces (except for the Democratic Party and the pro-communist group Pracheachun ).

Sangkum confidently won the first general parliamentary election and formed a new government. The program principles of the unification were determined by Norodom Sihanouk himself and were an eclectic doctrine that combined the principles of democratic socialism , liberal democracy , nationalism and monarchism , aiming at the democratization of the Cambodian monarchy and the socialization of the economy. By 1960, Sangkum already united about a million citizens .
