Biography
Born in 1928 in the village of Serebryany, Rzhaksinsky district, Tambov region, Russian.
Member of the CPSU since 1956.
He graduated from the Belarusian Agricultural Academy (1950.).
He began his career in the North Kazakhstan region. In 1950-1952 - agronomist and vegetable grower of state farm No. 1 of the Omsk Railway Administration of the Petropavlovsk District. In 1952-1958 - Chief agronomist, director of the Asanovskaya MTS of the Petropavlovsk region. In 1958-1959 - Head of the Sokolovsk Regional Agricultural Inspectorate. In 1959-1960 - Secretary of the Konyukhov District Party Committee. In 1961-1981 - Deputy head, head of the agricultural department of the regional party committee, secretary of the regional party committee.
In the period from April 1981 to April 27, 1988 he was the first secretary of the North Kazakhstan Regional Committee of the Communist Party of Kazakhstan. He was a member of the Central Audit Commission, elected by the XXVII Congress of the CPSU. [2]
He was also a deputy of the Supreme Council of the USSR of the 11th convocation.
V.T. Stepanov in 2010 was among the citizens who congratulated the President of the Republic of Kazakhstan N.A. Nazarbayev on the 70th anniversary. [3]
In the Kazakh city of Petropavlovsk they proposed to name one of the streets in honor of Vladimir Timofeevich Stepanov. [four]
