In 1823, he was a deputy of the Constituent Assembly and prepared a draft Constitution, which was approved with some amendments in 1824 .
Appointed in 1830 as Minister of Foreign Affairs, in March 1831 he organized a liberal cabinet, which was dismissed a month later, which led to the abdication of Emperor Pedro I. Following this, the regency entrusted Kampush with the portfolio of the Minister of Foreign Affairs, which he retained until 1832 .
