Biography
A Muslim , tried to defend the rights of appointing ethnic Azerbaijanis to key posts in the republic. From April 28, 1920, the People's Commissar of Posts, Telegraphs and Railways of the Azerbaijan SSR [1] Then he was the director of the plant .
