Legislative Election in Spain (2016)

The 2016 parliamentary elections in Spain took place on Sunday, June 26th and became the twelfth held in accordance with the Spanish Constitution of 1978 . All 350 members of the Congress of Deputies and 208 of 266 senators were elected . Two-thirds of registered voters participated in the elections.

Election resultThe victory was won by the People’s Party , having received more than 30% of the seats in the Congress of Deputies

In the 2015 elections, none of the parties secured an absolute majority in Congress, as a result of which Spain received the most fragmented parliament since 1977. The negotiations did not allow the creation of a stable ruling coalition , as a result of which it was necessary to call early elections for June 26, 2016. [6] [7] The political impasse marked the first time in modern Spanish history when failure in the process of government formation was the cause of early elections. [8] In anticipation of the election, Podemos and the United Left joined forces with several other small left parties to form a single alliance of left forces “ ”. An opinion poll before the election predicted a growing polarization between this alliance and the People’s Party , which had to fight to maintain first place at the national level. [9]

As a result, the left-wing alliance unexpectedly lost its votes and parliamentary mandates compared to previous elections, while the People’s Party increased the number of votes and seats. The Spanish Socialist Workers' Party, although it retained the second place, continued to lose votes and seats, reaching a new historical minimum. Alberta Rivera's civic party also suffered losses. Voter turnout was the lowest since the transition to democracy in 1975 , only 66.5% of voters came to vote. In general, the potential bloc of the People’s and Civil Parties was able to increase its representation in the Congress by 6 seats, which, however, remained insufficient to obtain an absolute majority, which would allow for the formation of a stable government. According to many commentators, the current situation at the end of the election could require the holding of new, third elections. [ten]

The electoral failures of the PSOE in the Basque and Galician regional elections on September 25, 2016, overlapping with the failure in the national elections, unleashed a party crisis that led to the resignation of Pedro Sanchez on October 1. An interim party leadership was appointed, who preferred to abstain in order to allow the formation of a government and to prevent a third general election. As a result, on October 29, Mariano Rajoy , the current Prime Minister and leader of the People’s Party, was re-elected to the post of head of the Spanish government for a second term amid public protests, including those caused by the position of the provisional leadership of the Islamic Democratic Party, which caused dissatisfaction within the Socialist Party - 15 deputies -socialists ultimately voted against Rakhoy contrary to the party directive. [11] [12]

Election Context

In the previous elections at the end of 2015, none of the parties received the necessary majority. The parties failed to agree on the formation of a coalition government, and therefore early parliamentary elections were called [13] [14] .

Election System

350 deputies of the General Cortes are elected in 52 territorial districts. Each of the provinces can elect two deputies, autonomous cities - one at a time. The remaining 248 seats are distributed in proportion to the population. To enter the lower house of the party’s parliament, at least 3% of the vote is required [15] .

Election Campaign

The election campaign was rather lively, which was caused, in particular, by the creation of the Unidos-Podemos election bloc. The Unidos party (“United Left”) belongs to the left-most part of the political spectrum of Spain - it includes several political associations, including the Communist Party of Spain . The creation of such a radical left bloc caused a violent reaction from political opponents. The extreme Euro -skepticism of the parties Podemos and Unidos even forced the EU authorities to intervene in the matter, who hastened to prevent the creation of the political coalition of Unidos-Podemos and the Spanish Socialist Workers Party [14] .
