Vladimir Ilyich Lapshin ( Ukrainian: Volodimir Illich Lapshin ; March 9, 1948 - October 12, 2018 [1] ) - Soviet and Ukrainian physicist, teacher, specialist in plasma physics , as well as the application of mathematical models in economics. General Director of the NSC KIPT (1996-2004), Dean of the Faculty of Physics and Technology of Kharkov National University (1987-1996), Head of the Department of General and Applied Physics (1991-1996, 1999-2006). Laureate of the State Prize of Ukraine in the field of science and technology (2002).

Biography
Vladimir Ilyich Lapshin was born in Kharkov on March 9, 1948.
In 1972 he graduated from Kharkov State University . He worked at the Kharkov Institute of Physics and Technology and at the Faculty of Physics and Technology of Kharkov University. He studied nonlinear processes in laboratory and solar plasma, the propagation of electromagnetic waves in plasma.
In 1987-1996, the dean of the Faculty of Physics and Technology of Kharkov National University , in 1991-1996 he also headed the Department of General and Applied Physics at the Faculty of Physics and Technology.
In 1992 he defended his doctoral dissertation, in 1994 he was awarded the academic title of professor.
In 1996, he moved to the NSC KIPT as a general director and simultaneously director of the Institute of Plasma Physics. He held the position of Director General of the NSC KIPT until 2004, and Director of the Institute of Plasma Physics - until 2006 [2] .
In 2002, he received the State Prize of Ukraine in the field of science and technology for a series of scientific papers “Effects of collectivization of states and correlation in diffraction and diffuse scattering, channel emission and emission of high-energy quasiparticles in crystals with defects” [3] . In 1999-2006 he was again the head of the Department of General and Applied Physics of the Faculty of Physics and Technology of KhNU [4] .
In 2006, Lapshin was charged with the murder of his colleague and comrade Vladimir Borisko. Both scientists were in Kiev at the international congress. On the evening before the congress, the hotel’s reception, where they were staying, called with the words: “Please call an ambulance ... I killed a man here! ..” Borisko was found with five stab wounds and died a few hours later. Lapshin was detained at the scene. First, he was charged with the article “intentional murder”, but then replaced with “exceeding the limits of self-defense” [5] .
In the same 2006, Lapshin was fired from the post of director of the Institute of Plasma Physics and head of the department of general and applied physics. In 2006-2007, he worked at the NSC KIPT as a chief research fellow.
In 2008-2009, professor at the software department of the Kharkov branch of the International Solomon University, since 2009 - professor at the Department of Economic and Mathematical Methods and Information Technologies of the Kharkov Institute of Finance of the Ukrainian University of Finance and International Trade .
Co-author of the monographs “Reforming the budget system of Ukraine on an innovative basis” (2010) and “Local budgets in times of crisis and reform” (2011) [2] .
