Kovalko, Mikhail Petrovich

Kovalko Mikhail was born on September 24, 1944 in the village. Levchitsy of the Gorodok district in Lviv in the large peasant family of Pyotr Pavlovich (1925-1966) - machine operator, foreman of the tractor brigade of the collective farm, and Maria Petrovna (1923) - collective farmers.

After the end of the seven-year period, he received professional education at the Drohobych Petroleum College ( 1962 ).

Since 1962 - operator, laboratory technician, geologist technician at the Shebelinsky gas production department.

1963 - 1966 - service in the Armed Forces of the USSR .

He worked as an operator in the Stryi gas production department ( 1967 - 1972 ).

He graduated from the Ivano-Frankivsk Institute of Oil and Gas , Department of Oil and Gas ( 1967 - 1972 ).

From 1972 to 1977 - operator, deputy head of the Shebelinsky gas industry department. In 1977 - 1987 - chief engineer, head of the Poltava Gas Industrial Administration. In 1987 , he was the chief engineer, and in 1988, Mikhail Kovalko was appointed to the post of first deputy general director of the Ukrgazprom All-Union Association. At the same time, he studies at the Academy of National Economy under the Council of Ministers of the USSR, which he graduates in 1990 .

November 1992 - December 1994 - Chairman of the State Committee of Ukraine for Oil and Gas.

The People’s Deputy of Ukraine of the 2nd convocation since April 1994 (2nd round), Gadyachsky constituency No. 325 ^[1] . Member of the Committee on the fuel and energy complex, transport and communications. Member of the deputy group "Constitutional Center".

He was the chairman of the State Committee of Ukraine on energy conservation in July 1996 - May 1997 .

Member of the Political Council of the NDP (February 1996 - December 2002 ).

Chairman of the State Committee of the Oil, Gas and Oil Refining Industries of Ukraine in 1997 - 1998 .

People’s Deputy of Ukraine of the 3rd convocation, March 1998- April 2002 , constituency No. 65 ( Zhytomyr region : Berdichev and Berdichevsky district , Andrushevsky district , Popelnyansky district and Ruzhinsky districts )., From the block of political parties “For United Ukraine!” ^[2] . From 1998 to 2000, Mikhail Kovalko headed the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety in Parliament.

By a decision of the executive committee of the Berdichev City Council of May 18, 2000 No. 291, Kovalk Mikhail Petrovich was awarded the title of "Honorary Citizen of the City of Berdichev."

Mikhail Kovalko created the State Oil and Gas Committee, co-author of the Law of Ukraine “On Oil and Gas”, the Comprehensive State Program on Energy Saving and the National Program “Oil and Gas of Ukraine until 2010”.

Mikhail Kovalko is the author of the draft of the first gender law in Ukraine, which passed an expert assessment of the European Union on the problems of social equality of men and women in all areas of life. On his initiative, the International School of Equal Opportunities was created, which has been successfully operating for 15 years and trains specialists in gender policy.

He founded the Zhytomyr Coalition for the Prevention and Overcoming of Violence, with the aim of coordinating the efforts of public organizations and state bodies aimed at developing and working out real mechanisms to prevent violence in all its manifestations and putting these mechanisms into practice, to develop and implement a systematic approach to solving this problem.

He headed the International Fund for the Development of Intellectual and Natural Resources, which he founded, supports a number of comprehensive programs and projects launched throughout Ukraine - economic, legal, cultural and the like.

Mikhail Kovalko is the author of more than 60 publications in scientific journals, special monographs and the editor and author of numerous scientific studies, books on the problems of energy conservation, the formation of the fuel and energy complex of Ukraine. In 1983 he defended his thesis, and in 1999 - his doctoral dissertation.

December 20, 2013 , at the entrance to the main building of IFNTUNG, a memorial plaque in honor of Mikhail Kovalko was inaugurated ^[3] .
