Biography
When King Louis I was appointed Minister of the Interior ( 1808 ), on his advice in 1810, Louis refused the crown. When the Netherlands was annexed by France after that, Kapellen resigned and returned to civil service under William I : in 1815 , he appointed Kapellen as minister of colonies and, after a short time, as governor-general of the Dutch East Indies . In this post, Kapellen spent 10 years fighting the uprisings of the local population and the lack of funds to manage the colony. Returning to the Netherlands in 1825 , he served for many years as the rector of the University of Utrecht, and in 1838 he was a special envoy of the Netherlands at the coronation of Queen Victoria .
