Alexander Khristianovich Kapger (1809 [1] / 1812 [2] - November 30 [ December 12 ] 1876 [1] ) - lieutenant general, Tiflis military governor (1858-1860), leader of peasant reform (1861) . The younger brother of Senator Ivan Kapger , brother-in-law of the revolutionary Peter Lavrov .

Biography
He was educated at the Artillery School, after which on January 1, 1829 he was promoted to ensign with leaving at the school to continue his sciences. After serving for several years in the 5th artillery brigade, Kapger participated in pacifying the Polish rebellion in 1831 and then entered the Imperial Military Academy , which he graduated in 1838.
Transferred to the General Staff in 1840, he was sent to serve in the Caucasian Corps in 1842 and participated in many affairs with the highlanders in Dagestan and on the Lezghin Line in 1843–1848 and 1851–1854. and received the rank of Major General (1852) for military distinctions, several insignia and a gold saber with the inscription "For Courage" (1851). In 1852-1857, he held the post of chief of staff of the troops of the Caucasian line and Black Sea coast; On January 1, 1858 he was appointed Tiflis military governor. November 26, 1853 awarded the Order of St. George 4th degree (No. 9041 according to the cavalier list of Grigorovich - Stepanov)
On January 28, 1860, Kapger, who was promoted to lieutenant general , was appointed senator and present in the Land Survey Department. In 1861, he was entrusted with the task of deigning the Kaluga province , the governor of which, a well-known leader in the organization of peasants V. A. Artsimovich , aroused the hatred of local serf-owners who complained about him to St. Petersburg , where then the ministry of the interior changed views on peasant reform . After the audit, Kapger brilliantly certified Artsimovich’s administration and, in particular, the quite satisfactory introduction of the provision on peasants. Subsequently, in 1862-1863, Kapger revised the Vladimir province . At the end of this assignment, Kapger received the highest favor for an impartial report on the progress of peasant reform in the Kaluga province.
