Biography
He studied at the school of Pedro Manuel Ruiz, located in Magallanes de Catia ( Caracas region). In July 1984 he graduated from the Military Academy of Venezuela . He commanded a mortar platoon in the state of Tachira . The commander of land units in different provinces with the rank of lieutenant and captain.

On July 12, 2016, by decree of the President of the Bolivarian Republic of Venezuela, Nicolas Maduro Padrino, the actual powers of the head of the economic bloc of the government were granted, including control over the Bolivarian missions, supply and distribution of food and medicine among citizens.
After the attempt on the President of Venisuela, Nicolos Maduro, on August 4, 2018, he unconditionally supported the head of state [3] , calling the incident "a cowardly action."
During the political crisis of 2019 and the attempted coup d'etat , he remained faithful to the oath to the president and played one of the key roles in retaining the power of Nikolos Maduro.
Like most of the ministers of Venisuela, Padrino is under all kinds of sanctions. On September 22, 2017, Canada imposed sanctions against 40 Venezuelan officials, including Padrino, for “violating the constitutional order” [4] [5] . In September 2018, the United States imposed sanctions against Padrino Lopez and another 5 citizens of Venezuela [6] [7] .
Padrino taught at various military and civilian institutions in Venisuela, including the National Experimental University of the Armed Forces, the Military Academy of the Bolivarian Army, and the infantry school Major General Rafael Urdaneta .
He is known for his harsh anti-American (with US allegations of a " hybrid war " against Venezuela [8] ) and anti-opposition statements.
