He graduated from St. Petersburg University . From 1848 he was an agent of the Russian Ministry of Finance in London ; held this position until his death. He was the commissioner of the Russian departments at international exhibitions in England and the delegate at various conferences related to trade relations between Russia and England and other European states. He posted many articles in the London newspaper The Times and in Russian publications. His most thorough research was “The financial policy of England for 6 years of the Tori government from 1887–1888 to 1892–1893” (St. Petersburg, 1895 ).
Wife - Natalya Nikolaevna Borozdina, served as the maid of honor of the Empress Alexandra Fedorovna, according to some reports - the subject of adolescent love of the future Alexander II.
