Biography
Butenko Yuri Ilyich was born on May 24, 1926 in Kharkov in a family of employees. Father was the head of the agricultural department of the Kharkov region, his mother is a housewife.
1933-1941 - studied at school;
1941-1943 - was evacuated with his family in the Machechansky district of the Volgograd region;
1943 - returned to Kharkov and entered the preparatory courses of the Kharkov Institute of Railway Engineers (today - Ukrainian State University of Railway Transport);
1944-1949 - Studying at the Faculty of Mechanics of KhIIZhT, which he graduated with honors; Qualified engineer-mechanic of communications;
1949-1950 - works as a senior laboratory assistant at the Department of Structural Mechanics of the Institute;
1950-1951 - Head of the Laboratory of the Department of Structural Mechanics, KhIIZhT;
1951-1952 - Lecturer, Department of Structural Mechanics, KhIIZhT;

Training and work at the Kharkov Institute of Railway Engineers
In 1949, after completing studies with honors in the Institute of Mechanical Engineering and Railway Transport, a talented student was invited to stay at the institute for scientific and pedagogical work. Yuri Ilyich began his career as a laboratory assistant, and later as the head of the laboratory.
November 1, 1952 he was enrolled in graduate school at the Department of Structural Mechanics. During the passage of the theoretical postgraduate course and while working on his dissertation, Yuri Ilyich proved himself as a talented scientist. His dissertation is a theoretical and experimental study of scientific and practical importance for construction. The results obtained by him in the process of work made it possible to use additional safety margins in the design of arch structures.
In 1956, Yu. I. Butenko received a Ph.D. degree in technical sciences, defending a Ph.D. thesis on the subject "Study of the bearing capacity and calculation of double-hinged arches taking into account the plastic properties of materials."
In the same year, he begins to teach structural mechanics in the following positions: assistant, senior lecturer, having established himself in the best way in the educational and methodical work of the department.
For the successes achieved in the training of engineering personnel, the initiative shown and active participation in the research and educational work of the Ministry of Railways of the Ukrainian SSR and the Central Committee of the Union of Railway Workers, Yuri Ilyich Butenko was awarded an Honorary Diploma and a nominal watch from the Minister of Railways of the Ukrainian SSR.
Rector of the Kharkov Institute of Public Utilities Engineers (HIIKS)
On May 12, 1962, by an order of the Ministry of Higher and Secondary Special Education of Ukraine, Yu. I. Butenko was appointed rector of the KhIIKS.
It was a time of a real revival of the institute. Yuri Ilyich Butenko, as a person endowed with a strategic vision of prospects, was able to accurately feel the imperative of the time when, in the state policy of the USSR, solving problems in the housing and communal spheres, as well as providing a certain level of comfort for the population, was highlighted. He was able to radically change the status of a former modest university and raise its authority to a previously unprecedented height. Under the leadership of Yuri Ilyich, HIIKS became one of the most prestigious universities in Kharkov and Ukraine. From 1962 to 1976 HIICS teaching staff grew from 116 to 324 people. The constant search for new ways of developing the institute pushed for the creation of completely new areas of specialist training. So, from the Academy. L. A. Govorova Institute received equipment for the lighting laboratory free of charge, and in 1964, on the basis of the order of the MV and SSO of the Ukrainian SSR, the department organized the department of lighting and light sources. At this department, as part of the research sector, in 1969 a laboratory of ballasts was created. In 1965, on the basis of the Department of Electrical Engineering, the Department of Electricity of Cities appeared, and in 1966 an independent Department of Geodesy was separated from the Department of Planning and Improvement of Cities. During this period, the institute began training specialists for the housing and communal sector not only in Ukraine, but also in many regions of the Soviet Union, as well as in Asia and Africa. The total number of students in 1976 was 4,580, for comparison, in 1963 there were only 460. There was hard work on building up the training area.
In 1963, the design of the southern (main) building of the institute was developed by the staff and students of HIIKS. The team of authors was led by architect G.V. Sikharulidze. As the veteran of the institute S. I. Kuvshinov recalled, the students at this building worked regularly in two shifts, and at critical moments they sent help there, removing people from classes. It was a truly student building. Thanks to the enthusiasm and professional skill of the team in 1976, the Institute received its main building on the street. Chernoglazovskaya (now Marshal Bazhanov) with an area of 13 720 m2. The material and technical base of the institute has expanded significantly. In 1963, the educational and laboratory building for the faculty of urban electric transport and dormitory No. 2 were put into operation (7 Otakar Yarosh lane); in 1967 - a new building for the Faculty of Civil Engineering and a hostel No. 3 with an area of 6347 m2, designed for more than 500 students (10 Otakar Yarosh Lane); in 1971 - a dormitory No. 4 with an area of 5890 m2, which could accommodate 504 students (2 Otakar Yarosh lane). A sanatorium began to operate.
The name of Yuri Ilyich Butenko is associated with the development of student construction teams of KhIIKS. The geography of objects commissioned by student squads is extremely wide: Kharkiv Oblast, Tyumen, Surgut, Nadym, Poltava, Kazakhstan, Ulan Bator (Mongolia), Hungary.
Consistently and persistently, the HIIKS team worked to improve the working and leisure conditions of students. In 1964, HIIKS was listed in the Honorary Book "Chronicle of Labor Affairs of the Komsomol of the Republic", and in 1966 and 1967. by the decision of the Central Committee of Trade Unions and the College of MV and MTR of the Ukrainian SSR, the Institute was twice awarded the Republican Prize "For the exemplary organization of work, life and leisure of students." HIIKS is recognized as the winner of the Republican contest on labor education of student youth. For the striking work of student construction teams, the Institute was presented with eternal storage the honorary Red Banner of the Central Committee of the Komsomol with the inclusion of the Komsomol organization in the Golden Book of Honor of the Komsomol of Ukraine. In 1970, at the institute, under the chairmanship of the rector Yu. I. Butenko, a permanent council on student life was created. Repeatedly, the institute was among the winners of the Republican competition for the best organization of working, living and leisure conditions for students (in 1970 HIIKS was awarded the first prize), and in 1973 the institute took first place in the All-Union competition for the best organization of working, living and students relaxing.
In 1969, the construction of a ski base with wrestling and weightlifting gyms was launched in the forest-park zone of Kharkov - Sokolniki, and in 1971 it opened the doors for HIIKS athletes. The project was awarded a bronze medal at the Exhibition of Economic Achievements of the USSR. In 1966, a laboratory of computer engineering was created at the department of higher mathematics. At HIIKS, the era of information technology has begun. By the decision of the College of MV and SSO of the Ukrainian SSR from 02/11/1974 to 05/15/1974, the Institute organized the study of electronic computing technology by all teachers of the institute.
At the institute, new, relevant specialties needed for the country's urban economy were opened: “Power Supply to Cities” (in 1963), “Lighting Engineering and Light Sources” (in 1964), “Industrial and Civil Engineering” (in 1964) , "Purification of natural and waste waters" (in 1966), in 1974 the training of architects was resumed. The annual recruitment was 350-400 people.
In 1975, HIIKS reached the level of one of the most authoritative higher educational institutions of our republic. Opening up new horizons for the development of our institute, Yu. I. Butenko clearly recognized the importance of the continuity of traditions in this process. In this regard, in the mid-60s, he initiated the beginning of the collection of materials on the history of our educational institution. The search for information and video materials was carried out not only in Ukraine, but also in Central Asia and the Caucasus, where HIIKS was located during the evacuation. The collected materials formed the basis of the first museum exposition about the history of KNUGH, opened in 1967. Nowadays, the Museum complex of KNUGH named after A.N. Beketova has an almost 50-year history of fruitful work.
Chairman of the Council of Rectors of Kharkiv Universities
The activity of the Council of Rectors of Kharkiv Universities, which was created as a public body in 1967 and worked on a voluntary basis, was largely aimed at solving the problems of organizing the educational process, improving the working and resting conditions of students. At that time, the Council was headed by V. G. Novikov, Rector of the Institute of Radio Electronics. In 1972, the MV and SSO of the Ukrainian SSR approved the regulation on the Council of Rectors and the composition of the Council of Rectors of the Kharkov Center of Universities, which included 24 universities in Kharkov, Sumy and Belgorod regions.
The tasks of the Council of Rectors were: coordination of the activities of universities, generalization and dissemination of experience in the organization of the educational process, educational and research work; advanced training of faculty; development of proposals for the further development of higher education in the region; Strengthening ties between universities and enterprises; development of measures aimed at improving the living conditions of teachers and students; Strengthening the interuniversity educational material base. Only a functioning Council could solve these complex tasks. In addition to university rectors, it included the heads of local authorities, public organizations, industrial and agricultural enterprises, and students. In April 1973, the Council of Rectors of the Kharkov region was headed by Yu. I. Butenko. The Council consisted of 57 people. Over the years of his chairmanship of the Council of Rectors (until 1975), Yu. I. Butenko made a huge contribution both to the organization of his work and to the solution of many of the tasks assigned to him. The Council’s focus has always been on the most topical, most important issues of the university’s life: the use of computer technology in universities, the development of an ASU-VUZ system, the expansion of the network of continuing education faculty of the Kharkov center of higher education institutions, the creation of a stronghold of the Higher Publishing Association under the Kharkov Council of Rectors school ", the allocation of sites for the construction of hostels of universities and the design process of the new campus, the construction progress of the inter-university sports school mpleksa "High School" and the definition of a basic institution for the preparation of high-class athletes. The Presidium of the Council considered questions on the readiness of student teams for the working semester, on the conduct of the All-Union Olympiad “Student and Scientific and Technical Progress”, etc. The experience of this influential body was subsequently disseminated in all regions of the republic and became a powerful factor in the development of higher education in Ukraine.
Deputy Minister of Higher and Secondary Special Education of Ukraine
In 1969, in connection with the appointment to the post of Deputy Minister of Higher and Secondary Special Education of the Ukrainian SSR, Yu. I. Butenko dismissed the post of rector, but already in 1970 he returned to KhIIKS and headed it until 1975.
In 1975, Yu. I. Butenko was appointed First Deputy Minister of Higher and Secondary Special Education of the Ukrainian SSR. With his direct participation, the network of educational institutions in Ukraine expanded, the training of specialists in new areas of science and technology improved, the material base of Ukrainian universities and technical schools changed.
In order to improve the quality of training specialists, improve the educational process, improve academic performance and reduce dropouts in the learning process, attention was paid to solving such problems: - systematic updating and processing of work curricula and programs; the development of end-to-end programs in the specialties, structural and logical diagrams of courses and technological maps of lectures, practical and seminars; - intensification of the educational process based on the widespread use of computer technology, technical means of control and training, increasing the visibility of teaching; - improving the organization and conduct of practical training, practical training of students and pupils and internships for young professionals; - improving the ties of secondary specialized educational institutions with universities to provide effective assistance to subject (cycle) commissions on the organization of the educational process, etc.
In addition to the tasks of organizing the educational process, the Ministry of Higher and Secondary Special Education of the Ukrainian SSR, including the First Deputy Minister Yu. I. Butenko, solved many other important issues: - monitoring the work of student construction teams, checking the organization of student teams with the participation of representatives of ministries and departments at the facilities of which students worked; - organization of regional meetings with the wide involvement of university teachers and school teachers to discuss the results of entrance examinations to the university, development of measures to unify the requirements in schools and entrance exams; - improving the activities of the councils of rectors of universities, further improving the structure of these councils, economic regional ties, the creation of an additional 9 territorial centers at universities; - improving the selection of candidates and the creation of a reserve of candidates for entry into graduate school; - Improving the organization of advanced training of faculty.
For a significant contribution to the development of the higher education system in Ukraine, for his outstanding organizational skills, Yu. I. Butenko was awarded the title of Honored Worker of the Higher School of Ukraine.
Work at the Kiev branch of the Kharkov Institute of Railway Engineers
Working in the Ministry, Yu. I. Butenko continues his scientific and pedagogical activities at the Kiev branch of the Kharkov Institute of Railway Engineers.
Since 1988, after the dismissal from the post of Deputy Minister of Higher and Secondary Specialized Education, Yuri Ilyich has completely devoted himself to teaching. He worked as a professor at the Department of Structural Mechanics and Hydraulics of the Kiev branch of KHIIZhT. Students of his lectures were students, graduate students, teachers of the institute, as well as specialists in the construction industry. Yu. I. Butenko led students' research projects, his students prepared reports at scientific conferences. Yuri Ilyich proved himself not only as a scientist, but also as a creative, thoughtful teacher. He constantly searched and found better ways and means of teaching students. Yuri Ilyich paid much attention to methodological work. Under his editorship, textbooks on structural mechanics were published, which reflected his vast pedagogical experience. At the initiative of Yuri Ilyich and in his co-authorship, a textbook and a guide to practical exercises in structural mechanics were prepared and published with the stamp of MV and MTR of the Ukrainian SSR. In these publications, his ideas for the presentation and structuring of the material, the features of teaching the course at the university, are implemented. Yuri Ilyich constantly coordinated the work of groups of authors in the preparation and publication of textbooks and teaching aids.
Scientific school and scientific publications
Yuri Ilyich Butenko was actively engaged in pedagogical activities, conducted a large scientific and methodological work. Created at HIIKS a scientific school for the study of metal and reinforced concrete shells and arched structures. As a true scientist, Yu. I. Butenko paid great attention to the development of scientific research at the institute. He set the HIICS team the task of expanding student science as the basis for the professional training of future specialists. Actively acted student scientific circles on various problems of science and technology, a significant part of the participants of which became leading scientists of HIIKS. During this period, he prepared 11 candidates of science. Some of them are taught at the A.N. Beketov Kharkiv National University of Municipal Economy and other universities in Kharkov and Ukraine.
