Biography
Born into a poor family. In 1903 he began his career, combined work as a teacher with the work of a writer and journalist.
One of the founders of the Democratic Action political party. Under Vicente Gomez, he served as senator. After the publication of the novel “Donja Barbara” (1929), containing criticism by the dictators of Gomez, was forced to leave the country and emigrate to Spain . In 1935 he returned to his homeland, in 1936 he served as Minister of Education for a short time.
In 1937 he was elected to the National Congress, in 1940-1941. served as mayor of Caracas. In 1947, he was elected president of the country in the first democratic general election in Venezuela. However, a few months after taking office - in November 1948 - he was overthrown by Minister of Defense Delgado Chalbo and emigrated to Cuba and then to Mexico .
In 1960-1963. He was the commissioner of the Inter-American Commission on Human Rights and its first president (1960).
