Biography

Born May 9, 1929 in Boguslav (now Kiev region , Ukraine ) in a family of teachers . In 1930, his parents moved to Cherkasy . Received secondary education at the Cherkasy school [1] . After graduating in 1952 from the Faculty of Law of KSU named after T. G. Shevchenko, he worked in the foreign intelligence of the Ministry of State Security of the USSR , and the KGB under the Council of Ministers of the USSR as an operational officer. In 1964 - 1966 he studied at the graduate school of the history faculty of KSU named after T. G. Shevchenko .

In 1965 - 1970 - a researcher at the Institute of Philosophy . In 1967 he defended his thesis on the topic: "The activities of the Communist Party (b) U to educate workers in the spirit of proletarian internationalism and intransigence to bourgeois nationalism in 1921-1922." Since 1970 - Art. n with. Institute of History, Academy of Sciences of the Ukrainian SSR . In 1974 he received a doctorate in Philosophy based on his defense of the dissertation “Critique of the bourgeois-nationalist doctrines of the nation and national relations”, which was based on the monograph “Nationalism and its theory of the nation” (Kiev, 1973).

Since 1977 - head of the department of philosophy, later - vice - rector for scientific work of the Kiev Higher School of the USSR Ministry of Internal Affairs. Since 1992, he worked at the M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine as the chief researcher in the department of historical and political studies of the state and law of Ukraine; at the same time in 1995 - 2002 - head of the department of humanities at Kiev University of Law. Since 2002 - Professor of the Department of Administrative Activities of the NAVD, Project Manager of the International Police Encyclopedia. Founder and president of the independent research center Ethno-State Studies: A New Paradigm. Member of specialized councils for the defense of doctoral dissertations in law and political science at the M. Koretsky Institute of State and Law and the T.G.Shevchenko Institute of International Relations at KSU . He participated in the development of a number of draft laws concerning: the concept of state ethno-national policy; the status of the Crimean Tatar people and refugee status; reform of internal affairs bodies.

Corresponding member of the Academy of Law Sciences of Ukraine (since 2000 ), academician of the International Academy of Informatics (since 1996 ).

He died on September 10, 2006 .

Scientific activity

He researched the problems of history and theory of state and law, philosophy of law, human rights, political science, ethnopolitology, ethnophilosophy, and nationosophy. He founded new areas of science, research: ethno-jurisprudence, migration law (migration studies), ethnocultural studies. The main works:

  • The State Prize of Ukraine in the field of science and technology ( 2005 ) - for the 6-volume edition "Encyclopedia of Ethnocultural Studies" [2] ), winner of many competitions of scientific literature.
