Izmail Chatal is a cape at the top of the Danube Delta , 80 km from the mouth (116 km from the mouth along the Kiliyskoye estuary). Located in Romania . Near the cape, the main channel of the Danube breaks up into the Kiliysky and Tulchinsky estuary .

Romanian Dam
In order to increase the water content of the Sulinsky canal in 1904, Romania built a stream dam at Cape Izmail Chatal. Prior to carrying out hydraulic works, the Danube flow was distributed between the Kiliysky and Tulchinsky branches in the ratio of 7: 3. According to the observations of 1990-2001 , the average long-term water consumption in the Kiliysky arm decreased by 28% and makes up only 54% of the Danube runoff.
