Born on June 13, 1859 in the family of a senior paramedic of the Perm Military School. In 1875 he graduated from the Perm district school. The following year, he began serving as a clerk of a merchant, then he was engaged in the sale of pharmaceutical, perfumery, and liquor products. He lived and kept a pharmacy and perfumery store in house number 47 on Torgovaya Street (now Sovetskaya Street). Merchant of the 2nd guild. Since 1891 - the vowel of the Perm City Duma. Since May 26, 1897 he served in the Perm City Council, a member of the council. Outland Advisor (1914). Since 1899 - deputy mayor.
On January 29, 1906 he was elected mayor, with a great advantage ahead of his only rival - V. M. Rzhevsky, who was absent from the meeting and was nominated in absentia by the vowel E. I. Kozakevich. [one]
He held the post of mayor until June 23, 1916 - longer than any of his predecessors. At the same time, he repeatedly refused compensation for work and went on business trips on official business at his own expense. [2]
In January 1906 he took part in the organization of the Perm branch of the cadet party, but after being elected mayor he became a monarchist. Active participant in public life. Member of numerous commissions and committees, including: Perm Local Administration Ros. the Red Cross Society, the commission for the analysis and charity of the poor in Perm, the Perm District School Council, the Perm Society for the Promotion of Trotting Horse Breeding, the Free Fire Society, the Perm Commission of WOLES (since 1893) the Chairman of the Perm Public Fire Committee.
He was awarded the Order of St. Stanislav 2nd degree.
In 1916 - 1919 was retired. In 1919, after the capture of Perm by Kolchak’s troops, he was director of the Perm Mutual Credit Society. In the summer of 1919 he was evacuated from Perm along with the retreating white troops. From January 1920 to October 1921, he was an assistant clerk of the sanitary supervision of water transport in the Ob Ob of the Tomsk Provincial Health. Returning to Perm, from November 1921 - clerk of the Perm provincial financial department. From February to March 1922, he was an assistant to a senior broker at the Perm Cooperative Exchange of the Provincial Union. From March 1922 to August 1923, he was the head of the contract department of the commercial department of the Perm Mining Trust. In August 1923 he entered the Perm Municipal Services as the head of the table for regulating small trade. From December 1924 to August 1925, he was an employee for the assignments of the Perm Regional Planning Commission. Until November 1925 - accountant - cashier at the Gosstroy construction office. From December 1925 - Secretary - cashier of Motovilikhinsky RIK, from November 1927 - cashier of Kalininsky RIK. Deprived of suffrage. After much trouble, October 10, 1930 restored to civil rights. The further fate of P. A. Ryabinin is unknown.
Twice married. The first time - on Elizabeth Gavrilovna, with whom he had children: Nicholas, Athanasius, Mary. The second time he married Augusta Konstantinovna. He had a son from Vladimir from this marriage.
