Secretary of State of the Ministry
The Secretary of State of the Ministry replaces the Minister of Foreign Affairs (within the framework of his rights and duties) during his absence. In other cases, the Minister may also allow the Secretary of State to represent himself within the framework of his rights and duties. When the Minister is represented at government meetings, the Secretary of State has an advisory vote. The government secretary appoints and relieves the government at the request of the foreign minister. In some cases, the government may decide that there are two state secretaries in the Ministries - this also applies to the Ministry of Foreign Affairs. The Minister himself decides in what matters and in what order the secretaries of state will represent him.
